Duties
Analyzes wide range of user communication requirements, designs studies for assessing telecommunications capabilities for Departmental business strategies and mission requirements.
Analyzes and evaluates integrated systems utilized in computer programs and equipment, network applications and telecommunications programs and services.
Adapts computer and network methods to a variety of voice/data, telecommunications and Wi-Fi systems requirements, and supports users by developing and designing computer applications and in selecting appropriate networking equipment for the users.
Ensure enterprise network connectivity and Internet/Intranet access delivery services are provided in an effective manner and meet all user requirements.
Defines and translates business requirements into functional and systems specifications and requirements, outlines project sequences and phases, researches potential approaches and systematically evaluates program and project alternatives.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards
Customer Service – experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs
Oral Communication -briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience
Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide several potential solutions

AND

Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience performing cost benefit and return on investment (ROI) analyses and evaluations, to design and implement improved information systems that support strategic business requirements.
Experience planning advanced systems projects and providing innovative solutions for the resolution of critical problems in the existing systems.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-13 position.
