About the Opportunity
WVU Health Affairs Institute (HAI) is seeking a Director of Finance and Administration to join our team. The Director of Finance and Administration will be responsible for the planning, coordination, and direction of financial and administrative activities for the Health Affairs Institute. This position reports to the Executive Director of Operations.
West Virginia University's Health Affairs Institute frequently engages in collaborative efforts with West Virginia's Department of Health and Human Resources (DHHR). Ideal candidates will have work experience that aligns with the mission of DHHR's Bureau for Medical Services, Bureau for Children and Families, Bureau for Behavioral Health, and Bureau for Public Health.

What you'll do:
Finance Administration:
  • Prepares detailed reports and perform regular financial analysis on Health Affairs Institute's financial performance, including but not limited to:
    • Financial statements
    • Financial dashboards including Health Affairs projections
    • Contract lifecycle dashboards
    • Historical data including tracking, burn rates, revenue, trends, and future projections
    • Budget variance reports
    • Reconciliation reports with awards accounts (POETA) and general ledger accounts
    • Other financial reports requested for the purposes of providing Health Affairs Institute leadership business decision support (university benefit, F&A opportunity costs, etc.)
    • Create and/or validate statistical, financial, and auditing reports pertaining to awards, cash receipts, payroll and other expenditures, A/R and A/P, award and sub-award P/L statements and federal reconciliations as necessary.
  • Monitors the financial performance and regulatory position of assigned entities to identify variances and key trends that could affect Health Affairs' financial viability or legal standing.
  • Reviews key financial information with Health Affairs Institute Leadership, and when requested, HSC Finance Department, WVU Accounting/Finance Department, WVURC Accounting Department, and others as needed.
  • Establishes and maintains centralized administrative and financial policies for functional areas of responsibility where appropriate to standardize and provide consistency among Health Affairs entities.
  • Works with others from across Health Affairs to coordinate efforts within specified functional areas.
  • Develop and enforce Health Affairs Institute financial management standard operating guidelines in accordance with University standards and policies.
  • Assist with the financial strategic planning of the company by evaluating its performance and potential risks.
  • Manage the annual budget process and ensure that it meets the requirements of Health Affairs and the University.
  • Supervise all audit and internal control processes.
  • Recognize patterns in company spending, revenue, and recommend solutions to any problem areas.
  • Coordinate with University financial entities on behalf of Health Affairs at the direction of the Assistant Vice President and/or Executive Director of Operations.
  • Guarantee compliance with university, state and federal financial laws and guidelines.

Pre- and Post-Award Administration:
  • Collaborates with the Director of Program Development and Management on the Initiation and facilitation of the contract scope of work and budget preparation, and submission process from initiation through assembling of the application package. Review materials and educate project leadership as needed and serve as a direct liaison to the OSP reviewer assigned to submit the proposal to WVDHHR and other agencies partnering with Health Affairs.
  • Maintains his/her knowledge of contracts and grants administration to serve as an advisor to project leadership within Health Affairs by creating an effective application process.
  • Collaborates with the Director of Program Development and Management on the preparation of proposals, with a varying level of complexity, for WVDHHR and other agencies partnering with Health Affairs.
  • Maintains frequent, close interaction with DHHR contract officials to provide information and resolve issues ranging in complexity related to Health Affairs contractual initiatives.
  • Manages WVDHHR sponsored projects/contracts (in collaboration with the Offices of Sponsored Programs and Sponsored Projects Financial Accounting) from award initiation through closeout.
  • Collaborates with the Director of Program Development and Management to determine programmatic and financial needs for extramural funded projects with varying levels of complexity.
  • Interprets and educates others on granting laws, regulations, policies, and procedures and ensures that institutional and sponsoring agency policies are followed.
  • Approves and manages monthly financial reports and provides financial oversight on portfolios and programs.
  • Provides guidance and initiates necessary actions for all project status changes and/or extension requests.
  • Educates portfolio directors, program directors and program managers on managing budgets and cost accounting principles; routine spending habits and reallocation of line-item dollars; and allowable vs. unallowable expenses per sponsored guidelines.
  • Advise/troubleshoot solutions that will enhance the efficiency of post-award administration at the HSC.

Other Administration:
  • Advises/educates members of Health Affairs Institute and HSC community on area of expertise as it applies to pre- and post-award processes and management for WV DHHR contracts.
  • Directs and provides leadership on operational function(s) under minimal guidance.
  • Develops and fosters effective collaborations between WVDHHR and other agency partners, Health Affairs Institute, and the HSC university community.
  • Oversees, plans, directs, and independently coordinates organizational programs, projects and/or other activities including policy formulation, management of daily operations and resource stewardship consistent with business objectives.
  • Establishes effective administrative processes and operating procedures, in collaboration with Institutional and HSC processes, to manage requirements associated with the financial and programmatic administration for a variety of sponsored projects/contracts with varying levels of complexity.
  • Assists with strategic planning and communicates administrative needs to Health Affairs leadership.
  • Administrative liaison with all WVU central administrative units. Works with central administrative units on complex issues and makes high level decisions impacting Health Affairs Institute.
  • Coordinates and supports the service mission for Health Affairs Institute. Participates in unit assigned team initiatives and goals to increase efficiency in administrative processes.
  • Oversees the program coordinator functional team and supervises and manages the performance of Health Affairs administrative and finance staff.
  • Actively participates in leadership functions to effectively communicate vital information, and to advise/troubleshoot solutions that will enhance the efficiency of administration at the HSC.
  • Member of Health Affairs leadership team which develops operational policies and procedures for effective centralized services.
  • Attends meetings, trainings, seminars, etc. for professional development and/or on behalf of his/her supervisor to keep current on the vastly changing grant and contract administration processes.
  • Oversees international visa processes for multiple Health Affairs staff. Must have thorough understanding of Federal regulations as they relate to foreign nationals and their employment.
  • In collaboration with the Director of Program Development and Management, manages effort for +100 Health Affairs staff which is a self-sustaining unit with all funding generated from extramurally funded contracts.

Qualifications
  • Master's degree in in Accounting, Finance, Business Administration, Public Administration, or a related field; Or an equivalent combination of education and experience.
  • Eight (8) years of experience of related and progressively more responsible Finance and administrative experience in an extremely demanding academic, healthcare, and/or non-profit environment.
  • Expert level knowledge of 2 CFR 200-Uniform Administrative Requirements, Cost Principles, and Audit Requirements for federal awards; Generally Accepted Accounting Principles (GAAP) and Financial Accounting Standards Board (FASB) mandates and amendments to GAAP; laws and regulations set for in the Yellow Book of the Government Accountability Office (GAO); Generally Accepted Government Auditing Standards (GAGAS).
  • Expert with Oracle accounting systems, electronic procurement system and other pertinent WVU information systems.
  • Expert with +kc and all other WVU installed grants administration information systems or experience in working with similar systems elsewhere.
  • Proficient with Microsoft Office and ability to adapt and quickly learn other computer applications as required.
  • Ability to work with and maintain confidential information.
  • Supervisory experience with ability to provide constructive feedback to team members to support continuous improvement and professional development.
  • Demonstrated project management experience with exceptional organizational and time management skills.
  • Group facilitation, mediation, and conflict resolution skills.
  • Skill in organizing resources and establishing priorities.
  • Ability to actively learn, understanding the implications of new information for both current and future problem-solving and decision making

  • Will obtain status with all WVU requisite computer-based learning modules and required certifications for Accounting, Finance, Budgeting, Planning, PHI, Research and other HIPAA-related certifications
  • Certification in Financial Management by the Society of Research Administrators
