Context of the Job:

Under general direction of the College of Health Sciences HR team, the HR Generalist is responsible for managing a variety of complex human resources responsibilities some of which require advanced or specialized knowledge and skills.  This position requires a high level of independent judgment in making recommendations as an HR Generalist on behalf of the College; the incumbent is an important HR Resource and liaison within the organization.  Principal emphasis on providing first-line assistance to faculty and staff regarding general human resources administrative matters and supporting the College with record keeping, database management, and HR reporting.  Provides intake services, answers basic questions, provides standard policy/procedural information, and triages HR matters to assigned HR team members.  

The HR Generalist will provide human resources support in faculty, staff and student recruitment and hiring, training & development, employee relations, policy & procedure interpretation, payroll and HR Reporting.  The HR Generalist will not only work closely with the CHS HR team but also with University HR personnel.

Major Responsibilities:

Recruitment:

  • Management of recruitment activity.  Oversees benefited and non-benefited employment searches and is designated contact.  Supports SR HR Director on faculty hires.   Processes all Dean's office graduate, undergraduate and limited term staff positions.  Works closely with CHS Business Operations team, UD recruiting, hiring managers, departmental HR Liaisons and CHS IT throughout the recruitment process. 
    • Assists Search Committee members in the recruitment process, training and close out of recruitment.  Conducts educational and developmental training sessions with all search committee members, ensuring that the search committee members have the appropriate administrative tools and recruitment knowledge in order to interview applicants (i.e. current employment trends, federal and/or state employment laws, UD policy guidelines).  Demonstrates the importance of using appropriate forms, assist in finalizing all interview questions,
    • Along with CHS Communications and Marketing, create and maintain the HR portal on the CHS intranet.  Keep current the CHS website with all current job openings.
    • Active participant in all staff interviews.
    • Advises search committee on hiring determination and completes the reference checks. 
    • Works closely with the hiring manager to determine equitable salaries.  Finalizes offer, start date and any other offer contingencies with CHS Business Operations Team.
    • Retains all recruitment files after the search is complete.
  • Onboards all CHS benefited hires, Deans office students and limited term hires. 
    • Works closely with all Dean's office departments (marketing, research, administration, & IT) to ensure each new hire is set up and oriented upon starting. 
    • Conducts monthly new hire orientations. 
    • Maintains new hire packets and reviews with each new hire. 
    • Partners with the hiring manager to create new hire schedules for employees first week. 
    • Follows up and advises hiring manager on employee's progress at 30, 60 and 90 day intervals. 

Operations

  • Point of contact for all CHS HR day-to-day personnel questions, payroll questions, HR concerns and office practices, policies and procedures.  Manages and Triages issues/questions to HR team members when appropriate
  • Delivers training, troubleshooting and navigating support for multiple UD systems. Interfolio, Sharepoint, Webforms/views, UD PIN/Password reset, MY UD Settings, UD e-mail, UD ID cards)
  • Keeps all faculty, staff and student files current and in compliance; electronic personnel files, electronic medical/leave files, recruitment files and payroll/time record 

Leave Administration

  • Manages all leave administration, including but not limited to FMLA, Parental Leave, STD & Workers Compensation cases.
  • Assures efficient and consistent compliance with University, Federal, State policies and guidelines in administering various types of leave such as FMLA, Parental leave, and Worker's Compensation.
  • Acts as the College's liaison for assigned units to assist Departments, Centers, and the Assistant Provost Faculty Affairs & HR with various types of Faculty leave to include but not limited to FMLA, Parental Leave, Sabbaticals, and Retirement leave.
  • Coordinates with the University's Director of Disability Support Services for any Americans with Disability Act (ADA) workplace accommodation requests.
  • Ensures all required Paid Parental Leave forms are completed and submits completed forms to the College HR Director for final review.

Payroll, Reporting and Records Management

  • Completes payroll transactions and maintains data integrity for the college; including but not limited to JED's, Position Change Forms, Supervisor Updates, Pay additional assignments, S-contracts, etc.
  • Manages UD Workforce time tracking.  Works closely with students, supervisors and UD Workforce personnel to review weekly hours, update missed/incorrect hours, approve hours, and track ACA hours
  • Research, analyze and prepare complex HR reports.  Not limited to performance reviews, ACA, Medical Leave, Vacation, turnover, compensation, time to fill, workforce growth rate.

Qualifications:

  • Bachelor's degree in business or human resources with two-three years of related experience or equivalent combination of education and/or experience.
  • Ability to work independently, strong organizational skills and attention to detail
  • Knowledge of federal and state employment laws & the ability to interpret, explain and apply employment policies, practices and procedures.
  • Ability to communicate (verbally and in written format) effectively and to interact well with people of all ages and diverse backgrounds
  • Skills in collecting, compiling, evaluating and analyzing data from a variety of sources
  • Ability to present reporting data and possible solutions
  • Skill in advanced tools in word processing, spreadsheet, & database applications for the development of reports, presentations & information dissemination.
  • Ability to handle multiple tasks simultaneously
  • Ability to safeguard confidential information
  • Effective customer service skills
  • Strong attention to detail, as well as the ability to interpret University policies and applicable regulations, and anticipate, evaluate and take appropriate action to resolve problems that impact service delivery.
  • Knowledge of current Human Resources regulations such as the Fair Labor Standard Act, Affordable Care Act, and minimum wage guides.
  • Knowledge of University of Delaware PeopleSoft processing systems is preferred.
  • Demonstrates an understanding and consideration of the differing needs and concerns of individuals with varying identities, cultures, and backgrounds.
