About the division:

The Washington State Health Care Authority (HCA) purchases health care for more than 2 million Washington residents through Apple Health (Medicaid), the Public Employees Benefits Board (PEBB) Program, and, beginning in 2020, the School Employees Benefits Board (SEBB) Program. This position is located within HCA's Employee Resources Division (ERD) and is the face of the HCA HR Organizational Learning and Development (OLD) and Diversity, Equity, Inclusion and Belonging Programs (DEIB). This position serves as a very visible liaison and resource with our internal and external stakeholders, program collaborators, leaders, and staff.

About the position:

The Human Resource Consultant 4- Sr. eLearning Consultant is a part of the Organizational Learning & Development unit of the Employee Resource Division's Human Resource section. The HCA HR Organizational Learning and Development team is tasked with agency wide training that is required of all employees by law, impacts the agency culture at HCA, cultivates and enhances leadership skills and provides opportunities for employee growth and development. This unit is responsible for planning, developing, and implementing organizational learning, employee development and leadership programs for approximately 1500 employees. The consultant position contributes to the work by providing expert level curriculum development, instructional design, eLearning development, project management, coordination of trainings, providing instruction to adult learners using educational best practices, management, and consultation for the HCA Learning Center (TLC) to TLC Division Coordinators and all HCA employees.

This position is eligible to telework and is typically not required to report on-site.


Some of what you will do:

  • Develop eLearnings for assigned divisions, using current agency technology.
  • Assess published eLearnings for need to renew with current business needs, agency policies and procedures and current WAC's and RCW's.
  • Evaluate learner accessibility of eLearnings.
  • Consult with and seeks guidance from agency subject matter experts (SME)'s.
  • Provide project management for eLearnings.
  • Develop a work plan with agency SME's, from assigned divisions.
  • Ensure accessibility of eLearnings per sections 504 and 508 of the Rehabilitation Act of 1973 and subsequent amendments.
  • Research agency policy and procedures and aligns them to training materials.
  • Design training curriculum for areas such as:
    1. Required agency trainings for employees in accordance with State of Washington WAC's & RCW's
    2. Agency core competencies
    3. Employee orientation and development
    4. Employee development skills such as communication, career development and work/life balance
  • Deliver trainings, presentations, workshops and lunch & learns.
  • Research and analyze current educational best practices in adult learning, content delivery, learning technologies, learner diversity and accessibility requirements per section 504 or the Rehabilitation Act of 1973 and subsequent amendments.
  • Create learning objectives, lesson plans and student workbooks, as appropriate, for training content.

Preferred qualifications:

  • A Bachelor's degree with focus on business, human resources, social or organizational behavioral sciences or related field

AND


  • Three (3) years of broad-based professional human resource experience, including facilitating organizational development or change and advising and consulting on human resource issues.

OR

Equivalent education/experience.


  • Experience with workforce education and training
  • Knowledge of adult learning theory and teaching best practices
  • APTD/CPTD certification
  • Experience with learning management system administration
  • Familiarity with eLearning development using Articulate or other eLearning software.
  • Proficient in using the Microsoft Office Suite of products.
