Program Services consists of 7 Home and Community Based Services-Developmentally Disabled (HCBS-DD) Medicaid Waiver homes and 4 Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF-IID) Residential Homes which provide comprehensive, integrated and coordinated services to a maximum of 120 persons. These services are provided in compliance with State and Federal Standards to maintain Medicaid funding to support the health, welfare and active treatment of all individuals served by this agency.
Program Services oversees the Residential department.
About the Position:
The Program Services Director directs the Residential department and supervises the manager/director of the department. This position is a part of the Grand Junction Regional Center (GJRC) Management Team and makes decisions that impact the agency as a whole. This position has Appointing Authority status and supervises multiple Appointing Authorities. Duties in this position include:
Appointing Authority:
- Exercise appointing authority responsibilities with first, second and third level supervision over the residential department (as indicated above in section II.A.), including approximately 140 employees in the area of hiring, performance planning, performance evaluation, corrective and disciplinary action, up to and including termination.
- Exercises direct supervision of approximately 5 professional staff.
- As a primary member of the agency management team, makes decisions that affect all agency personnel and residents, in accordance with agency policies and procedures as well as state and federal regulations. Along with other members of the management team position establishes the budget (within spending authority/revenue) for the agency.
- Performs other duties as assigned by the agency director to address any deficiency, emergency action plan, or service critical to the agency mission. Position requires travel to remove work sites.
- Directs the overall operations of the Residential department.
- Ensures regulatory compliance of all agency departments in conjunction with: DPA regulations; Personnel Rules, State Board of Nursing Practice Act; HCBS-DD waiver Rules; ICF for IID Rules; Health Facilities and Emergency Medical Services Division (HFEMSD) of the Department of Public Health and Environment (DPHE); Centers for Medicare and Medicaid (CMS); CDHS Policies and Procedures; and other state and federal mandates.
- Through documentation submission, document review, on-site monitoring and negotiation, assures adequate resource deployment in areas of staff assignment, budget planning, analysis, allocation and accountability, materials, facilities and equipment.
- By attending meetings, providing guidance, reviewing staff documents and through staff contacts, develops strategies and programs for resident and staff training to establish skills and competencies.
- Participates in, develops, approves, and ensures implementation of Plans of Correction for deficiencies cited by the Health Facilities and Emergency Medical Services Division of the Department of Public Health and Environment.
- Position requires travel to remove work sites.
- Performs other duties as assigned by the Facility Director.
- Services as Duty Officer to consult with staff after hours.
Minimum Qualifications:
- Baccalaureate or higher Degree from an accredited college or university in the area of Education, Social Work, Psychology, or related field
AND
Five (5) years of professional experience in an occupational field related to the
work assigned to the position with ONE year of that experience in Human Services
Substitutions:
- Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
- Additional appropriate education will substitute for the required experience on a year-for-year basis.
- Associates Degree from an Accredited college; and seven years successful experience in human services.
Conditions of Employment:
- Must possess and maintain a valid Colorado driver's license

- Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.

- Requires Influenza and COVID vaccine. As a condition of employment, this position is required to attest to and verify that they are fully vaccinated for COVID-19. *On or after October 31, 2021, each facility shall ensure all newly hired employees, direct contractors, or support staff members are fully vaccinated at the time of hire or receive their first dose of a two-dose protocol, or a single-dose vaccination, prior to providing any care, treatment, or other services for the facility and/or its clients.
