Job description

Description:This position is responsible for providing grants administration on Fixing America's Surface Transportation Act (FAST Act) and US DOT's Better Utilizing Investments to Leverage Development (BUILD) initiatives, major construction projects, and other grants requiring extensive oversight work for all grants made available under US Department of Transportation (USDOT), Florida Department of Transportation (FDOT), US Department of Energy, and other federal and state agencies administering grants.This is a temporary grant-funded position with a planned end date of March 2026, renewable subject to grant funding availability and requirements.Essential Functions:Assists with post award/close-out/oversight of major capital projects implementation, reporting, and contracts compliance. Tracks and monitors grant requirements; works extensively with project managers to ensure compliance.Assists in implementing grantor requirements for carrying out projects and providing the necessary accountability and transparency.Establishes and maintains electronic and hard copy files for each grant-funded project to be used for tracking and reporting purposes.Assists in oversight of project budgets and grant funding (LYNX operating and capital budgets development), including project carryovers, planning activities, grant funds budgeting for operating projects and projects with multiple funding sources.Responsible for grants/projects set-up and maintenance in the grants management system. Develops and maintains a schedule of values for construction project billings.Maintains and reviews accuracy of electronic grant registers on programmed budgets, obligations, payments, un-liquidated obligations, un-obligated funds and available funds for federal, state, and local grants, including any financing contingent upon future grants.Assists in maintaining accuracy on the reporting of projects, expenditures and obligations, reviews adequacy of supporting records and governing procedures to account for resources and operations, in compliance with stimulus requirements.Reviews completeness and accuracy of financial reports on all grant transactions.

Reviews accuracy of FTA/FDOT draws and billingsResponsible for financial tracking of grant transactions, including project management costs, capital cost of contracting, preventive maintenance.Assists in the preparation and completion of special condition reports and quarterly grant reports.Assists LYNX compliance during Triennial reviews, Office of Inspector General (OIG) visits, project/financial oversight reviews and annual audits.Provides assistance in all aspects of grants administration, including research from technical, legislative and statutory references.Assists with formal and informal presentations and reports.Exhibits strong team behavior with all LYNX staff and support personnel.Performs other duties as may be required or assigned.Required Qualifications:Associate's degree from an accredited institution in Business Administration, Business Management, Accounting, Finance, or a closely related field plus three years of experience in public transportation, grant preparation and administration; or a combination of related experience, education, and training.Desired Qualifications:Bachelor's degree from an accredited institution in business, finance or economics.Previous experience with construction project administration support and grant funding.Previous government project experience and/or supervisory experience.Knowledge, Skills, and Abilities (KSAs):Skills in hands-on project administration of major construction projects.Skills in analyzing grant requirements for allowable, allocable and reasonable costs with superior attention to details and compliance.Excellent writing skills and accuracy of English grammar.Skills in accounting, financial analysis and implementation of financial software packages.Skills in reading comprehension with the ability to analyze and apply grant requirements.Skills in common sense approach to problem-solving situations.Skills in the use and application of grants and project management programs.Skills in generating financial and other management reports.Skills in PC based applications such as Word, Excel, Powerpoint, Microsoft Project etc.Ability to analyze and synthesize different facets of grants and projects.Acuity to mathematical analyses and excellent reading comprehension skills required.Ability to exhibit a professional, courteous demeanor.Ability to work in a diverse environment.Excellent communication and interpersonal skills, including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent customer service.Work Environment and Special Considerations:Works in an office environment.LYNX provides the community with much needed public transportation, and it is important for the Agency to resume its services as quickly and as safely as possible in the event of any natural, technological, or human-caused emergency or disaster. This position is considered a mission critical member of LYNX's emergency preparation and response efforts during an emergency or disaster and as such, may be asked to work during these emergencies or disasters.Employment Type: FULL_TIME
