DEFINITION

The GIS Specialist I is responsible for GPS data collection, creating and maintaining GIS databases and providing GIS project support under the guidance of senior GIS staff. Creates and maintains GIS databases through research, assembling source material, Coordinate Geometry data entry, conversion of existing vector data, quality assurance, creating reports. Other duties may include data geoprocessing, systems support, and map production. The employee may occasionally work with the City’s IT department as needed. The GIS Technician works under the general supervision of the GIS/IT Director.

While performing the duties of this job, the employee is frequently required to sit, talk and hear. The employee will be required to walk significant distances while gathering field data. Hand-eye coordination is necessary to operate computers, field equipment, and other office equipment. The employee must be able to occasionally lift and/or move up to 50 pounds. Specific vision abilities required for this job include close vision and the ability to focus.


ESSENTIAL FUNCTIONS OF THE JOB

Captures or assists in the capture of field data using Global Positioning System (GPS) equipment.

Exercises excellent customer service techniques, such as listening, effective communications and problem solving, (i.e., acts according to the City's customer service standard).

Performs spatial analyses of GIS data and produces maps to affect desired results in departmental applications.

Creates and maintains GIS databases using commercial GIS software by performing complex updates to spatial information as changes occur from the building, demolition or alterations of geographic features throughout the city.

Identifies and corrects errors and/or inconsistencies in GIS databases.

Performs detailed research to acquire current information for data maintenance processes.

Post processes GPS field data using differential correction techniques.

Codes descriptive attributes of geographic features according to City database design standards and checks work to ensure validity.

Ensures data conform to City standards through the use of quality assurance procedures, paper map production, and software.

Organizes and maintains reference materials relating to data updates.

Provides other related technical and administrative tasks as required.

Performs other duties as assigned.


Requirements:

REQUIRED KNOWLEDGE AND ABILITIES

Considerable knowledge of GIS theory, concepts, and standards.

Working knowledge of cartography and cartographic standards.

Working knowledge of GIS database development, maintenance, and QA/QC.

Considerable knowledge of Arc/Info, ArcGIS, Windows operating systems and common desktop office software.

Working understanding of complex spatial relationships among different geographic feature classes.

Proven ability to edit geographic data in workstation ArcMap Pro.

Ability to communicate effectively in oral and written form, using the English language.

Must be flexible, detail oriented, and possess strong analytical and problem-solving skills.

Ability to read, understand, and work from construction drawings, plats and diagrams for field work.

Proven ability to effectively use and maintain Intel based PCs with Microsoft Operating Systems, digitizers, plotters, GPS, and other computer peripheral devices.

Ability to carry out work assignments in an orderly fashion.

Ability to consistently meet deadlines.

Ability to accomplish work assignments and function effectively in a team environment as well as individually.


QUALIFICATIONS

Associate degree in GIS technology or related field and one year of work experience, preferred but not required, OR an equivalent combination of education and experience necessary to successfully meet the requirements of the job.

Two years’ experience utilizing geographic information systems including ESRI Enterprise and Arc GIS Pro along with other ESRI products.

GIS certification preferred.

Experience scripting in Python preferred.
