Job description

This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer.

NATURE OF WORK

Under general supervision, serves as the Coordinator for large-scale GIS projects and project segments throughout Yuma County; this position oversees the planning, development, implementation, and revision stages of geographic information mapping applications and related spatial data; this position has department-specific responsibility.
(Illustrative Only) Under the direction of Yuma County's GIS Manager, serves as the lead on large-scale, enterprise GIS projects and project segments; assists with designing, developing, implementing, and serves as the technical project lead for the intergovernmental GIS projects; reviews, evaluates and makes recommendations to management for acquisition of software, hardware and peripheral equipment; coordinates GIS activities across organizations or jurisdictions; develops standards for GIS data, and ensures that those standards are met both internally and externally; works closely with all parties, including GIS Division staff, management, end-users, vendors, and/or the public in order to understand needs, improve collaboration, exchange feedback, and monitor overall project progress; responsible for the administration of a third party software/applications such as Geocortex to implement and monitor the county's public mapping application; manages and utilizes ArcGIS Online resources to develop GIS projects to be accessed by other departments, government agencies, and general public; assists with the installation and updates of versions of GIS applications including ArcGIS Server, Web Adaptor, and other related applications; plans and schedules project deliverables, goals, and milestones; provides training to GIS users tailored to specific projects that in return enables end users to maintain and manipulate their own data; makes adjustments within the constraints set to achieve optimum results; works to resolve any conflicts that arise and seeks to minimize potential risks; ensures the development of products and services ultimately meets customer requirements; conducts semi-annual needs assessments and coordinates and attends outreach meetings with other divisions, departments, and external agencies; identifies ways to break new ground by applying and incorporating GIS with other County applications; coordinates GIS project-specific training and technical support to personnel in other divisions, departments, and/or external agencies; designs and maintains technical and project documentation and metadata; responsible for integrating Yuma County's enterprise geodatabase and GIS applications with relevant applications and data used by other internal and external entities; consults with the GIS Manager in decision-making processes; assists in supervision, training, and evaluation of assigned staff, when needed; conducts a substantial amount of advanced-level spatial analysis, including a variety of geoprocessing tasks, overlays, location-based queries, proximity analysis, etc; serves as expert in application of various software extensions, including 3D Analyst, Network Analyst, Spatial Analyst, Geostatistical Analyst, etc; interacts and converses with vendors software technical support teams to resolve issues related to GIS projects and applications; researches and analyzes information from other municipalities, State, and Federal agencies regarding data for GIS projects; performs a moderate amount of editing of existing spatial features (i.e., parcel splits and combinations, annexation-related boundary changes, rezoning, etc.) and digitizes new features based on County land records and/or aerial imagery; responsible for the researches of new technologies and methodologies for automation of GIS solutions; produces cartography that is both informative and aesthetically pleasing; represents the GIS Manager in various forums, meeting, and presentations in the absence of same; serves as a lead in the absence of the GIS Manager; performs analysis that is well-considered, complete, coherent, and fully addresses the questions posed; maintains high standards of confidentiality regarding work-related issues, customer records, and restricted County information; may service in an on-call capacity as predetermined by the agency head; regular and reliable attendance is required; performs other duties as assigned.
Associates degree in engineering, computer science, or a closely related field, and four (4) years of technical experience in the maintenance of a GIS System, including work with the related database information and data from other sources including CAD, parcel mapping, zoning mapping, and aerial or satellite images, and one (1) year of project management experience OR one (1) year of supervisory experience OR an equivalent combination of education and experience; must possess and maintain a valid Arizona driver's license; requires successful completion of a background check.

Hourly rate has been revised effective July 09, 2023.
Knowledge of: Yuma County policies and procedures; the principles of land planning, surveying, mapping, global positioning systems and usage of aerial photography and satellite imaging; theory, principles and practices of geographic information systems, including computerized data compilation and conversion techniques, database management systems, graphics applications and overlays, and spatial models for computer analysis; principles and practices of project planning; effective supervision, training, and communication techniques.
Skill in: Analyzing complex data and information systems problems, evaluating alternatives, and making logical recommendations based on findings; GIS application software (ESRI's ArcGIS 10.x, ArcGIS Server, ArcSDE) and Computer Aided drafting software (AutoDesk's AutoCAD); reading, understanding, developing, manipulating, and analyzing geographic information in a variety of data formats and projections; effective computer cartographic design, layout, and production; compilation, analysis, and presentation of technical and statistical information in reports; reading, understanding and analyzing map imagery and geographic information, and interpreting regional planning and zoning information; assessing and prioritizing multiple tasks, projects and demands; establishing and maintaining cooperative working relationships with other agencies and other County employees; following and effectively communicating verbal and written instructions.

Ability to: Research and write detailed reports; read, to write and synthesize data and reports; assigning and leading the work of others; communicate effectively verbally and written; planning and organizing work; use modern office equipment and computers; read and comprehend maps, parcel records, and engineering documents; follow written and verbal instructions; plan, prioritize, manage and respond to multiple assignments in a fast-paced environment; lift up to 5 - 25 lbs; perform the essential functions of the job specifications with or without a reasonable accommodation.

Working Environment: The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity; generally, the job requires 60% sitting, 20% walking, and 20% standing; working at a computer monitor for extended periods required; the job is performed under minimal temperature variations and in a generally hazard free environment.
