About WSDOT
Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.

The Opportunity
The WSDOT Construction Division, State Geotechnical Office in Tumwater is currently seeking an experienced geotechnical engineer or engineering geologist to fill a managerial vacancy. As the Geotechnical Design and Project Development Manager, you serve as an assistant to the State Geotechnical Engineer and provide strategic and tactical management of the Geotechnical Design and Project Development Section. In this role, you will manage the execution of comprehensive geotechnical engineering studies conducted by consultants in support of WSDOT's project definition, PS&E development, construction, and maintenance activities. This position will manage the long-range planning function for the State Geotechnical Office regarding workforce needs, equipment needs, implementation of new technology, and services to be provided by the Section. This position also will ensure the geotechnical engineering services provided by the Section to the various Agency offices are provided efficiently and consistently and meet or exceed acceptable standards of quality. Our top candidate must possess the knowledge and skills to be able to assess the level of effort and design requirements quickly and accurately for geotechnical projects and be able to interact with a wide variety of audiences to include WSDOT's consultants and the State Geotechnical Office customers.

What to Expect
Among the varied range of responsibilities held within this role, the Geotechnical Design and Project Development Manager will:
  • Manage the Geotechnical Design, Project Development and Technical Services Section.
  • Function as the main State Geotechnical Office contact for WSDOT offices statewide for new or existing projects requiring geotechnical support.
  • Strategically plan the budget, schedule, and workforce needed to deliver the geotechnical program statewide.
  • Assist the State Geotechnical Engineer to distribute incoming work and ensure the adequacy of resources needed to get work accomplished.
  • Coordinate between the State Geotechnical Office managers and the Construction Division Business Office to develop the cost allocation (i.e., DPS) plan for the State Geotechnical Office.
  • Manage the project tracking function for the Office as projects progress regarding time, budget, and achievement of project milestones.
  • Manage consultant agreements for the Office including establishing scope of work, negotiations, expenditure monitoring and performance tracking.
  • Assist with technical policy development and represent the State Geotechnical Engineer on policy developing committees when delegated.
  • Ensure that design schedules are met and that designs meet applicable standards and are constructible.

Qualifications
To be considered for this opportunity, the following are required:
  • A bachelor's degree (BS) in Civil Engineering, Geological Engineering, Geology, or closely allied field.
  • Six (6) total years working in the geotechnical industry; of which three (3) years must be as a Licensed Professional Engineer specializing in geotechnical engineering or as a Licensed Engineering Geologist.
  • A Washington State Professional Engineer (Civil) OR a Washington State Licensed Engineering Geologist, or the ability to become a Licensed within 12 months of appointment.
  • Knowledge of principles of management and supervision.
  • Knowledge of managing project delivery, especially as required for delivery of all aspects of geotechnical project work.
  • The ability to do field reconnaissance and get around a construction site, which may include traversing various forms of terrain in variable and sometimes serious weather conditions.
  • The ability to travel throughout the state as required.
  • A valid driver's license.

It is preferred that qualified candidates also have:
  • A master's degree in Geotechnical Engineering, Civil Engineering with a geotechnical emphasis, Geological Engineering, Geology, or allied field, and at least 20 quarter or 15 semester college level credit hours in soil mechanics, foundation engineering, geotechnical engineering, or geology.
  • Familiarity with and experience regarding national geotechnical design codes.
