 1. Practice Manager, GH, (a new unit will be created), LCR, ENB, Washington DC, USA, or Country Office (TBD)

(Please note that a start date before July 1, 2024, can be agreed subject to the selected candidate's availability.)

LCR is seeking to recruit a qualified and motivated individual for the position of Environment, Natural Resources, and the Blue Economy (ENB) Practice Manager. The Practice Manager will collaborate across technical, geographic, and institutional boundaries to help design and deliver development solutions to a diverse range of clients in the Latin America and Caribbean Region, while supporting global knowledge flows. The precise division of labor between this new PM and the existing SLCEN PM will be determined later but will potentially be along CMU and thematic lines, such that each PM covers three CMUs, including own-managed technical ENB work and environmental risk management, and one or more regional and/or sub-regional programs.

The Practice Manager will be an active member of the LCR SD Leadership Team; of the Environment, Natural Resources, and the Blue Economy (ENB) Practice Board; and of the LCR Regional Management Team. 

The new PM could be based in Washington, D.C., or in a Country Office, depending on business needs and personal circumstances.

Duties and Accountabilities:

Leads her/his team to deliver the GP's key strategic priorities and, in collaboration with Country Directors, ensures alignment with the WBG Strategy, Country Partnership Framework.

Draws on thought leadership and implementation know-how to ensure high impact multi-sectoral solutions.

Builds and maintains a balanced portfolio of cross-cutting innovative, and cost-effective products and services that can enhance the value of analytical, policy and operational work across the Region.

Works in partnership with other PMs in the GP and with other GPs, as well as public and private stakeholders, in order to find tailored and holistic solutions to complex development challenges; and

Develops internal and external partnerships and effectively communicates to represent the GP to various audiences, including operational teams, key stakeholders, clients, beneficiaries, general public, internal and external partners.

Accountable for delivering high-quality and timely results.

3. Practice Manager, GH, SAEE3, AFE, ENB, location could be Washington, DC, USA OR Maputo, Mozambique OR Johannesburg, South Africa

Technical skill in one relevant field of environment required, environment or natural resource economics, environmental engineering or environment related science.   

Practical knowledge of environmental management required.

Technical qualifications or experience working on or managing environmental safeguards or a demonstrated interest in this area (inside or outside the Bank) would be required. 

English is required, and Portuguese and/or French would be preferred.     

Leads the Bank's dialogue with the counterparts in his/her assigned countries.

Supports the development of high quality work programs and sector strategies based on the CPF and attuned to client demand and country contexts.

Provides oversight on portfolio management, quality issues, financial/budget management, disbursement and procurement working with clients and the country teams to address implementation issues, and working to ensure high quality and results on the ground.

Manages staff who provide Safeguard / ESF inputs into Bank-financed investment projects and P4Rs.

Ensures timely delivery and quality of Safeguards/ESF services, during project preparation and implementation.

Ensures adequate managerial/specialist attention and oversight to high-risk and problem projects with regard to environmental risk management, in close cooperation with the relevant Regions, other GPs and OPCS.

Manages the unit staff, including the recruitment, evaluation and career development of staff in HQ and in Country Offices.

Manages and oversees the engagement of technical consultants

Promotes a diverse working environment, ensuring exchanges with the ENR Diaspora (staff professionally mapped to ENR and working in other units) and developing a strategic, complementary skills mix within the unit.

Manages the unit's budget

Ensures effective formulation of the unit's budget proposal, input into budget decisions and manages the unit's financial resources effectively and efficiently

Provides ongoing representation of the Bank and outreach to key stakeholders

Keeps the unit and ENR management abreast of that dialogue

Coordinates and collaborates in the field with other development partners to further the aid effectiveness agenda

Promotes effective donor coordination and relations with other development partners and stakeholders. 

Manages good relations, collaborating and coordinating with the on-the-ground donor community-bilateral agencies, regional and other multilateral agencies-to strengthen country-led development processes. 

Represents unit and the Global Practice at public and professional fora

Promotes and disseminates best practices and lessons learned

Manages the learning and knowledge flows.

Safeguards experience or demonstrated interest in safeguards management is required.

Experience with protected area management and landscape restoration would be preferred.

French is required and Portuguese is advantageous.

4. Practice Manager, GH, SAEA3, AFE, AGF, Washington DC, USA

Technical skill in one relevant field of agriculture is required. - agricultural economics, agribusiness or agricultural related science.   

Practical knowledge of agriculture is required.

Manage staff in his/her unit, including recruitment, evaluation and career development of staff.

Model exemplary WBG leadership values and managerial behaviors and reinforce these qualities among direct reports.

Drive and inspire technical excellence within the team and the GP by creating an environment of learning and innovation that attracts and develops the best talent reflective of the diversity of our clients.

Support GP management in developing and implementing appropriate strategies for global staffing, deployment, talent and performance management.

Lead his/her team to deliver the GP's strategic priorities, while ensuring alignment with WBG corporate strategies and country partnership frameworks as needed.

Foster and maintain constructive relationships with clients and external partners in key areas of GP engagement.

Draw on thought leadership and implementation know-how to generate and deliver high quality solutions to clients.

Foster partnerships across the WBG to ensure effective cross-sectoral collaboration. 

Be accountable for delivering high quality and timely results in cost effective fashion within agreed parameters and in compliance with internal controls and policies.

Ensure effective and efficient use of the financial resources assigned to his/her unit and determine the best use of internal and external resources for maximum client and development impact.

Manage relationships with donors and lead external fund-raising initiatives.

Communicate results effectively with various audiences, including key stakeholders, clients, beneficiaries, general public, internal and external partners.
