Telework Financial Program Manager, Division of Finance, PN (20064684)

Based on job duties, this position is designated as telework eligible on a hybrid basis (i.e., working at least 2 days per week in the office); the selected applicant must complete the initial training period prior to being eligible to telework.  All requests to telework are reviewed and must be approved by ODOTs Chief Human Resources Officer.

 Official Position Description:

In the Division of Finance, Office of Project Accounting, manages & coordinates a financial program (e.g., Federal Grant projects for local projects) that uses specialty grants or bond funds (e.g., Grant Anticipation Revenue Vehicle Bonds (GARVEE bonds), Advanced Transportation and Congestion Management Technologies Deployment (ACTMTD), Automated Driving Systems (ADS), Better Utilizing Investments to Leverage Development/Transportation Investment Generation Economic Recovery (BUILD/TIGER), etc.) & has significant autonomy to formulate, develop, enforce, &/or implement program policy (e.g., Federal Grant funds).  Acts as an Ohio Department of Transportation (ODOT) finance representative for all grant meetings with both internal & external entities.  Prepares, analyzes, & makes recommendations concerning policy issues pertaining to ODOT highway & multi-modal transportation programs (e.g., various financial statements, statistical, & cost/accounting reports relative to project & project accounting (e.g., project letting packages; grant balances; budgetary projections; allotments to ensure fund availability & fund lapse criteria; conventional & advanced construction funding)) as it pertains to funding related to federal specialty grants.

Performs, researches, & responds to construction closeout requests, status inquiries, & mock closeout requests by preparing project accounting & federal final vouchers involving federal-aid projects; reviews & reconciles final cost settlements with Local Public Agencies (LPA) & other third parties, as appropriate. Utilizes a computer & related software (e.g., Appropriation Accounting (AA), Federal Program Management (FPM), Graphical Query Language (GQL), ELLIS Planning, SiteManager & Microsoft Excel) to perform detailed analysis & evaluation of data related to project accounting as necessary.

Processes federal authorization requests (e.g., determines if request & supporting data meet eligibility requirements; confirms funding is sufficient; verifies with appropriate Federal Highway Administration (FHWA) personnel; works with FHWA & ODOT personnel on exceptions/solutions; monitors approval process to ensure timely approval; ensures FPM system uploads correctly) utilizing a computer & related software (e.g., FPM system, ELLIS, Federal Management Information System (FMIS)).

Assists with the programming & verification of ODOT-Let construction project funding in the accounting system interface which manages payments, purchase order creation & local billings using a personal computer & related software (e.g., ELLIS, SiteManager, AA, GQL).  Responsible for validating/ensuring the accuracy of required information within the funding screens of AA & SiteManager.

Assists with maintaining the integrity of ODOT's system of apportionments (i.e., an allocation funds set up by Congress, apportioned to the States based on formula) (e.g.,  assists in developing policies concerning federal program including the determination of priorities for scheduling purposes; supports the fiscal aspects of federal allocations & obligations; monitors cost control; maintains a current accounting system to ensure compliance with federal & state budgeting restrictions; verifies & balances the FPM with FMIS).  Gathers, collates, & classifies informational data & funding amounts on all active federally funded projects in-transit, obligations, agreements, & expenditures. Assists with financial monitoring & calculation of Credit Bridge applications with FHWA (e.g., serves as a second approver on all Credit Bridge requests). Researches & tracks information & prepares & directs preparation of correspondence, reports, & policy statements using a computer & related software (e.g., Ohio Administrative Knowledge System (OAKS); ELLIS; Microsoft Office; SiteManager; Construction Management System (CMS); AA; FPM; FMIS); provides information on programs & policies to private organizations, government officials (e.g., ODOT management, FHWA, Federal Transit Authority (FTA)) & general public).  Represents administrator at meetings & conferences with state, federal & community agencies; speaks for administrator on policy matters.  Utilizes a computer & related software (e.g., Microsoft PowerPoint) to develop & present information to ODOT & FHWA management. Performs other work-related duties as assigned.

Completion of graduate core program in public or business administration, accounting, finance or related field; 18 mos. exp. or 18 mos. trg. in financial administration.

-Or completion of undergraduate core program in public or business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in financial administration.

-Or 54 mos. exp. or 54 mos. trg. financial administration.

-Or equivalent of Minimum Class Qualifications for Employment noted above.

NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
