Summary
This position is being filled under Direct Hire Authority 5 U.S.C. § 9905, dated 6/23/2023
This position is part of the Air Force Elements, U.S. Transportation Command. The incumbent serves as senior financial analyst/advisor synchronizing Command-wide actions to fulfill Planning, Programming, Budgeting, and Execution (PPBE) requirements through the Combatant Command's (CCMD) Corporate Governance Process (CGP).

Clarification from the agency

Duties
As a FINANCIAL MANAGEMENT SPECIALIST at the GS-0501-13 some of your typical work assignments may include:
  • Developing and issuing specific fiscal policy and planning guidance derived from the CCMD's strategic intent to integrate resource allocation and capability development actions across complex mission sets involving all types of funding.
  • Serving as the Secretariat for the CCMD's Corporate Governance Process. Establishing and documenting corporate governance battle rhythm, rules of engagement, and communicating with all levels within the Command from action officer to senior leaders.
  • Reviewing and interpreting pending and current Congressional, Office of Management and Budget (OMB), Department of Defense (DoD), Air Force, and Comptroller General Decisions which affect USTRANSCOM and recommending courses of action to senior leaders.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service, military, or private sector:
  • Researching, interpreting, and applying regulatory policies, procedures, standards, and
    principles to provide advice on financial related matters and for use in budget preparations
    and operations.
  • Developing financial procedures and policies for financial analysis to support management's
    business decisions.
  • Negotiating and resolving controversial issues, advocating proposals and recommendations,
    and reporting on progress in resolving critical issues.
  • Analyzing guidance to develop or redesign procedures to ensure required financial
    information is in the most accurate and defensible manner possible.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
Additional information
This is a Financial Management Level 2 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted time frame.
