Job description

We are seeking a Facilities Space Planning Manager who will manage space allocation, personnel/department relocation, leasing and strategic space planning requirements for Johns Hopkins University Student Services (USS) across all campuses. This role is directly responsible for coordinating all required activities necessary for personnel/department relocation, including preparing scopes of work and regular communications with all stakeholders. This role will support the senior director in strategically assessing space needs within USS, managing lease agreements, keeping abreast of trends in academic space configuration, recommending innovative solutions, and providing support determining long and short-term space needs. This role will also work strategically with the Johns Hopkins Facilities and Real Estate (JHFRE) teams and provide recommendations to USS leadership on ways to leverage University expertise to address needs.


Specific Duties & Responsibilities

  • Responsible for the successful programmatic planning, coordination and execution of all space planning requirements for USS facilities.
  • Provide as-built information to JHFRE design team to update university asset management systems.
  • Coordinates space planning data and information with facility management systems.
  • Provides inputs on long term campus planning, including existing buildings, leases, and other spaces.
  • Provide strategic leadership in aligning spaces with departmental needs and services.
  • Coordinates all personnel/department relocation and space planning considerations with USS Facilities Manager and Facilities Project Manager.
  • Supports the senior director with oversight of lease agreements.


Project Management

  • Oversee and collaborate with design and construction staff during feasibility studies, planning, all design phases, construction and occupancy.
  • Prepare comprehensive scopes of work for all space planning activities.
  • Establish regular communication rhythm with all stakeholders.
  • Schedule and track project timelines, identify milestones and USS priorities.
  • Develop and adhere to fast-track implementation schedules.
  • Facilitate professional design and construction services procurement.
  • Coordinate safety and risk management requirements.
  • Manage furniture and equipment layouts, interior finish schedules, and other aspects of short and long-term capital projects.
  • Coordinate furniture and equipment procurement, infrastructure and installation.
  • Supervise projects through all phases, design construction, closeout and move-in.
  • Represent USS priorities throughout the full relocation period of performance.
  • Plan and supervise relocations of personnel and equipment, including coordination of IT and other necessary services.
  • Serve as liaison between USS Building Operators and JHFRE in prioritizing facility requirements and Building Operator requests.
  • Ensure all campus and departmental services are operational at occupancy.


Administrative Management

  • Lead division-wide space planning efforts.
  • Establish best practices for space planning and strategic considerations across the division.
  • Determine short and long-term space needs; perform cost analysis on the effective use of space to enhance academic and administrative performance.
  • Develop, review and report on USS space needs and changes.
  • Develop and manage operational and capital budgets for space planning requirements.
  • Analyze data and generate project status and other reports as needed.

Special Knowledge, Skills, & Abilities

  • Knowledge of design and construction issues related to various building types, mechanical and electrical systems, and construction delivery methods.
  • Knowledge of construction planning processes, costs methods and materials.
  • Knowledge of and familiarity with OSHA, BOCA, ADA, IBC, local, state and federal regulations.
  • Proficiency in MS Office programs (Word, Excel, Outlook, MS Teams).
  • Proficiency with Critical Path Method (CPM) scheduling software.
  • Ability to read and interpret blueprints and specifications.
  • Strong leadership skills, flexibility and ability to work independently.
  • Must be detail oriented, highly organized and able to work well with project teams.
  • Able to set priorities and use discretion in order to make decisions within critical deadlines.
  • Must demonstrate ability to manage long and short-term projects and ensure that they are completed on time and within budget.
  • Excellent oral, written and interpersonal communication skills.


Minimum Qualifications
  • Bachelors Degree in Architecture, Engineering, Construction Management or a related field required.
  • Minimum of five years of related experience required, preferably within a university setting.
  • Additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula .

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
