Job description

Rincon Consultants, Inc. is seeking an Air Quality and Noise Specialist who will focus on ducting air quality, health risk analysis, greenhouse gas analyses, noise and vibration assessments and noise monitoring field surveys. This position requires the ability to perform field work, knowledge of modeling techniques and regulatory requirements, clear writing and oral communication skills, interpersonal skills and may require occasional travel. Senior-level candidates are also encouraged to apply. *We are hiring up to two people for this position and it can be based out of any Rincon office location; thus, the multiple geographic job postings.

 

What Do You Get To Do In This Position:

  • Prepare air quality/health risk/greenhouse gas assessments for various project ranging from individual activities and projects to regional land use programs (e.g. Regional Transportation Plan/General Plans/Climate Action Plans)
  • Conduct criteria pollutant emissions modeling
  • Complete dispersion modeling/Health Risk Assessments
  • Participate in regulatory permitting
  • Utilize various noise prediction models and methods to prepare noise sections of larger environmental documents and technical noise evaluations ranging from individual activities to regional land use programs (e.g. General Plans)
  • Perform specialized noise studies for individual projects identifying mitigation requirements needed to comply with regulatory requirements and impact thresholds
  • Develop noise mitigation measures and quantification of measure performance
  • Conduct sound level monitoring and environmental noise surveys 

 

This Job Might Be For You If You Have The Following:

  • Bachelors degree or higher
  • 4+ years of related professional technical experience
  • Experience completing air quality and GHG CEQA/NEPA assessments
  • Familiarity with appropriate air quality impact assessment guidance/requirements such as those issued by the US EPA, CARB, OEHHA, and local air districts
  • Knowledge of air emissions modeling software, such as CalEEMod, ISC/AERMOD, HARP, CALINE, Nonroad/OFFROAD, and MOVES/EMFAC, and other emission modeling methods such as US EPA AP-42
  • High level comprehension of noise and vibration regulations and their relationship to CEQA/NEPA assessments
  • Familiarity with appropriate noise modeling and impact assessment methods recommended by the FHWA, FTA, FAA, Caltrans, etc.
  • Familiarity with noise modeling software such as FHWA TNM, FHWA RCNM, AEDT, and SoundPlan or CadnaA
  • Excellent interpersonal, verbal, and written communication skills; ability to work effectively within a group, as well as independently
  • Detail-oriented with the ability to multi-task in a fast-paced environment, and to manage multiple projects, deadlines, and priorities
  • A working knowledge of AutoCAD and ARCMap is highly desirable
