Job Title: Executive Director of Teaching and LearningExemption Status/Test: Exempt/Administrator
in an Educational Establishment
Reports to: Assistant SuperintendentDate Revised: 04.17.23

Length of Assignment: 12 months; 226 days
PRIMARY PURPOSE:
Support the improvement of student performance in HISD schools by improving curriculum, instruction, and assessment practices through targeted professional development and construction of a guaranteed and viable curriculum. Promote assessment literacy to enhance classroom instruction by using data to inform and improve classroom practices. Support campus and district staff to establish positive learning environments that ensure high performance expectations and results.
Education/Certification:
Master's degree in education administration
Special Knowledge/Skills:
Knowledge of state testing program and accountability system
Ability to use student test data systems
Ability to interpret data and evaluate instructional programs and teaching effectiveness
Ability to use a computer and software programs to collect, report, and present data and test-related information
Knowledge of curriculum and instruction
Ability to develop and deliver training to adult learners
Excellent organizational, communication, and interpersonal skills
Experience:
3 years experience as a classroom teacher
5 years experience in instructional leadership
Experience in school improvement/turnaround
Leadership:
  1. Demonstrate outstanding verbal and written communication skills with parents, teachers, students and administrators at all levels.
  2. Demonstrate and maintain high standards of professional conduct.
  3. Establish an optimum learning environment within the district.
  4. Ensure that assigned instructional programs and activities conform to federal, state, and district guidelines.
  5. Support teachers so that they are able to provide quality instruction for all students.
  6. Support instructional coordinators and coaches in meeting campus and district goals/objectives to improve student achievement.
  7. Work collaboratively with instructional coordinators and coaches to ensure a quality instructional program.
  8. Provide leadership and technical expertise to campus administrators and other district personnel in the planning, implementation, and evaluation of effective technology-based assessment practices, throughout the district.
  9. Utilize data-driven decision-making practices to inform Teaching and Learning practices, and collaborate with school leaders to create and execute action plans to improve student outcomes and performance.

Curriculum and Instruction, Professional Development, Assessment:
  1. Responsible for the educational curriculum and instruction program for the district.
  2. Provide effective supervision, support, and leadership to curriculum staff and other employees who support the continuous improvement of Teaching and Learning, both on individual campuses and district-wide.
  3. Assist the campus administrators, instruction coaches, and instructional coordinators to ensure the implementation of high-quality instruction aligned to district curriculum and assessments.
  4. Maintain a current and deep understanding of district curriculum and assessments.
  5. Assist campus administrators, instructional coaches, and instructional coordinators in disaggregation of class/grade level/subject specific data and in identification and implementation of strategies for improvement.
  6. Supervise instructional coordinators to ensure alignment between curriculum, instruction, and professional learning needs, based on student performance data.
  7. Facilitate and coordinate professional learning opportunities to build assessment literacy designed to help understand and apply data in the instructional decision-making process.
  8. Communicate the goals, plans, and progress of professional learning aligned to district initiatives.
  9. Support the development and implementation of an instruction and intervention framework supporting struggling learners, including Multi-Tiered Systems of Support.
  10. Manage and request the appropriations of services and funding necessary to manage the educational program.
  11. Oversee the K-12 Gifted and Talented Program.
  12. Oversee the Advanced Academics Program.
  13. Coordinate with technology to ensure the Instructional Technology Program supports Teaching and Learning.
  14. Oversee the EL/Bilingual Program.
  15. Oversee the Department of Accountability.
  16. Facilitate the summer school program.

District Coordinator for School Improvement:
  1. Partners with the professional service provider (PSP) to improve student performance that results in positive change in the campus and/or district accountability systems.
  1. Ensures that all campus and/or district documentation is reported to the Texas Center for District and School Support and the Texas Education Agency through the Intervention and Stage Activity Manager (ISAM) in a timely and concise manner.
  2. Monitors the progress of targeted improvement plans. Facilitates the analysis of qualitative and quantitative data to make conclusions and take timely action towards meeting annual goals.
  3. Takes an active role in problem-solving with campus and/or district leadership teams.
  4. Attends campus and/or district leadership meetings regularly or coordinates with the work of other district personnel who are responsible for attending campus/district meetings.

Other:

  1. Attend all board meetings. Prepare and present reports related to student performance, accountability, curriculum, and instruction.

SUPERVISORY RESPONSIBILITIES:
Provide leadership and direction to the district on educational matters. Plan, develop, implement, and evaluate the curricular and instructional programs of the district. Oversee the entire Curriculum and Instruction department and program.
