Job Description
Currently, we are looking for the following engineers in the below Eastern Service Areas (Districts):
Atlanta, Boston, Jacksonville, Memphis, Miami, New York, Washington, DC
- Full-time certified and licensed Civil Engineers
- Full-time certified and licensed Mechanical Engineers (Elevator experience)
- Full-time certified and licensed Mechanical Engineers (HVAC experience)
- Full-time certified and licensed Electrical Engineers
The engineering and implementation support will be working in support of the Federal Aviation Administration’s portion of the Bipartisan Infrastructure Law (BIL) and reimbursable programs (including those arising from Airport Improvement Program (AIP) appropriations and other projects).
In performing all work, the Engineer(s) must adhere to all Occupational Safety and Health Administration (OSHA) requirements, all FAA occupational safety programs and requirements, all taxation laws, and all applicable federal, state, and local government codes, statutes, laws, and regulations (including the obtaining of any required permits.
KEY FUNCTIONS AND ACTIVITIES:
All positions are full-time, professional, licensed engineers from a variety of engineering disciplines will be required, as applicable, including, but not limited to, civil, construction, electrical, electronics, mechanical, and fire protection.
The engineer(s) will provide certified and licensed expert assistance in contract design support and construction oversight of local projects within the districts. They will also work closely with the District Project Coordinator, the NAS Implementation Manager (NIM), or NAS Implementation Program Manager (NPPM). In addition to supporting locally implemented projects, the engineer(s) will oversee project execution of select projects where Engineering Services is not involved nor required, such as:
- EG and FST replacements at tier 4 and 5 facilities
- Small-scale shelter replacements
- Small-scale parking lots and fences
- Small HVAC Replacements such as window units or mini splits
- Roof replacements
- Small-scale elevator service life extension and maintenance project
- Conducting site surveys
- Preparing required engineering packages and documentation (including statements of work, independent government cost estimates, etc.)
- Coordinating acquisitions on local procurement.
- Coordinating with vendors on required permits and certifications and/or submittals as required by regulation and/or site requirements.
The Engineer(s) will provide project construction surveillance and oversight of district-implemented projects.
- Assist in designing local projects
- Create statements of work
- Develop independent cost estimates
- Coordinate with acquisitions on local procurements
- Create Project Risk Plans for local projects
- Review simple design packages and submittals
- Provide construction oversight of local projects
- Coordinate site surveys
- Oversee and monitor active projects
- This may include overseeing projects implemented by local vendors or national Implementation contractors (e.g., TSSC)
- Coordinate Operational Risk Management Program (ORMP) and Joint Acceptance Inspection (JAI) requirements as appropriate
- Complete/verify 3900 Forms (e.g., EOSH Checklists)
- Participate in Contractor Acceptance Inspections (CAI) and JAIs when needed
- Manage project execution activities
- Provide project schedule status to Planning and Requirements Group (PRG), Program Implementation Managers, and Schedulers
- Coordinate and work closely with the NIM/NPPM and District Project Coordinator

TECHNICAL WORK MANAGEMENT
Technical work management includes policies, procedures, and practices by which the Engineer will operate within existing, new, changed, deleted, or emergent work requirements. The Engineer must be capable of simultaneously performing work at multiple locations across the Service Area.
ENGINEER EVALUATION CRITERIA
Education Requirements
Go / No-Go
Must hold a bachelor's degree from a school of engineering within at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
Experience Requirements
Best
Minimum 5 years of FAA experience related to the construction, installation, restoration, service life extension, demolition, removal, or refurbishment of National Airspace System (NAS) facilities. For the Mechanical Engineering positions, experience with HVAC and
elevators is required.
Better
Minimum 5 years of experience related to the construction, installation, restoration, service life
extension, demolition, removal, or refurbishment of aviation-related facilities. For the
Mechanical Engineering positions, experience with HVAC and Elevators is required.
Acceptable
Minimum 5 years of experience related to the construction, installation, restoration, service life
extension, demolition, removal, or refurbishment of non-aviation-related facilities. For the
Mechanical Engineering positions, experience with HVAC and Elevators is required.
Unacceptable
Less than 5 years of experience related to the construction, installation, restoration, service life
extension, demolition, removal, or refurbishment of non-aviation-related facilities. For the
Mechanical Engineering positions, no HVAC and Elevator experience.
