This is a managerial position within the Traffic Management Unit of the Transportation Mobility and Safety Division. The Work Zone Traffic Control Section is seeking a department lead expert on Work Zone Traffic Control Design and advanced professional work in assisting a Unit Manager in directing an engineering oriented, large, and multi-functional section. In addition to the duties of supervising and managing a Regional Work Zone Traffic Control group, this position has additional responsibilities that require oversight of the other two Regional Work Zone Project Design Groups. The job duties are identified by the following categories: Project Development; Statewide Programs, Operations and Services Manager; and Management/Administration/Personnel.
In Project Development, the position is responsible for the development and approval of Transportation Management Plans for all assigned TIP projects and ensuring they are delivered according to the TIP Let Schedule. This could include recommending the traffic management strategy design alternative during the scoping process; overseeing the work of private engineering firms; representing the Work Zone Traffic Control Section on design/build oversight committees, value engineering panels, and other project-related committees as requested; making recommendations to the NC Division of Highways Contract Time Committee, who determines the final liquidated damages assessed for each intermediate contract time; recommending approval of A+B bidding for all T.I.P. construction projects; and serving as technical adviser to the Area and Resident Engineers on maintenance of traffic and constructability issues.
In Statewide Programs, the position is responsible for implementation of applicable Federal Highway Administration Rulemaking and North Carolina's Work Zone Safety and Mobility Policy. The position will provide technical support such as coordinating technical training, maintaining Work Zone Traffic Control manuals and websites, maintaining work zone specifications and standard drawings, and supervising traffic control product evaluations. The position will also provide administrative support, such as serving as liaison with I.T. group, coordinating training schedules for Engineering Associates, and maintaining limited-service agreements with engineering firms.
In a management/administrative/personnel activities, the position will perform functions like reviewing and evaluating Section payroll and overhead charges, overseeing the implementation of the legislatively mandated outsourcing percentages for the Section, overseeing the Section's staffing levels and distribution, reviewing the performance of the other Regional Project Engineers, representing the Unit Head when not available for meetings and various other duties that need immediate attention, and actively participating on state and national research and professional industry committees representing the interests of NCDOT.
This is a very advanced professional engineering and management position that requires one to have advanced knowledge of the principles and practices of civil engineering and construction methods which involve highway and bridge construction and knowledge of traffic engineering and highway safety principles which are required for the development of safe and cost effective traffic management strategies.
This position also requires extensive management and leadership skills to ensure the Section's goals and policies are implemented as well as to facilitate the professional and resource needs of the Section.
In addition, this position requires extensive knowledge of the required implementation of Subparts J and K of the Federal Highway Administrations Safety and Mobility Rulemaking as well as North Carolina's Work Zone Safety and Mobility Policy.
Also, this position serves as the Section's Operations, Programs and Services manager. This requires one to assess the Sectional training needs as well as professional development, have advanced work zone products knowledge and application, serve as an MUTCD specialist, and assess the Section's I.T./software needs.
This position would often make the final review of controversial decisions and, when necessary, serve as an expert witness in Work Zone Traffic Control Design in tort claims against the Department.Qualified Applicants must submit an application that clearly reflects work experience that demonstrates the following:
- Knowledge of Construction Methods used in Highway Construction Projects
- Knowledge of traffic operations and highway safety principles and practices
- Demonstrated Ability to comprehend Roadway, Drainage, and/or Structural Plans used for Highway Construction Projects
- Experience in Microsoft Office programs and Computer Aided Design & Drafting (CADD) software, such as AutoCAD or Microstation
- Knowledge in the standards, policies, and procedures of NCDOT
- Experience supervising permanent employees, contractors and/or consultants
Management Preferences: Hiring manager prefers applicant has a Professional Engineering License. Bachelor's degree in engineering from an appropriately accredited institution and a minimum of six years (6) progressive engineering experience including four (4) years of supervisory experience.
