MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional engineering and one of the following:
1. Three years of licensed engineering experience.
2. Seven years of professional engineering experience.
SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of the required experience.
A Ph.D. in engineering will substitute for two years of the required experience.
Advanced degrees will substitute for a maximum of two years of required experience.
NOTE:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
NOTE:

FUNCTION OF WORK:To manage a major engineering function for a state agency.
LEVEL OF WORK:
Manager.
SUPERVISION RECEIVED:
Broad from an Engineer 8 or higher. Other reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:
Subordinate staff typically consists of Engineers 6 and other lower-level Engineers. Alternative reporting relationships may be approved by SCS.
LOCATION OF WORK:
May be used by all state agencies.
JOB DISTINCTIONS:
Differs from Engineer 6 by the presence of second-line supervision over professional engineers. Exceptions to this distinction may be approved by SCS based on program scope and/or complexity.
Differs from Engineer 8 by the absence of responsibility for directing large-scale engineering projects or programs for a state agency.This position serves as the Assistant Data Collection and Management Systems Section Administrator and as such assists the Section Administrator in the programs and activities of the GIS & Mapping Unit and the System Inventory Unit.
35% Assists the Section Administrator in the planning and organizing of activities and operations associated with the Public Road Inventory Program. This includes the collection and maintenance of the field inventory data. Program is responsible for the compilation, maintenance and management of the Department's inventory databases (e.g., Control Section Manual, Surface Type Log, Geographic Features) utilizing geographic information systems (GIS) and global positioning system (GPS) mapping data to reflect changes to the state system or as are needed for project development purposes as defined in EDSM I.1.1.20. Evaluates and recommending the exchange or transfer of public roads with local governments according to current department policies; primarily EDSMs I.1.1.19 and I.1.1.27. Evaluates and revises state route designation, numbering systems, functional classifications, National Highway System (NHS) and designated truck route designations in accordance with current federal law and guidelines, as required by Title 23 of the Code of Federal Regulations (23 CFR). Reports the Louisiana certified public road mileage to the Federal Highway Administration (FHWA) under the signature of the Governor.
35% Assists the Section Administrator in the planning and organizing of activities and operations associated with the GIS Cartographic Mapping Program. Establish an Enterprise LRS procedure for all other DOTD business systems to report consistent asset location information that can be utilized by GIS. Provides oversight for the compilation, maintenance and management of the Department's GIS transportation layers using GIS and GPS mapping data. Analysts use specialized GIS software programs, assist in implementing new GIS technology, disseminate GIS data to outside users, as well as to DOTD personnel, plan and implement multi-agency GIS projects. Oversees in the development and maintenance of a statewide digital geospatial database for topographic mapping in accordance with Revised Statute 48:36.
15% Develop scope and manage the staff augmentation contract(s) to assist with the GIS Program due to lack of TO within existing staff.
5% Assists the Section Administrator in the development and administration of the Data Collection and Management System Section's budget as it relates to the GIS and Mapping Unit and the System Inventory Unit so as to provide the most efficient use of available funds and to seek additional funds when appropriate.
5% Provides guidance in the development of scopes of services and proposal advertisements for consultant and vendor contracts. Recommends approval to the Section Administrator for the awarding of significant (>$1 million) and highly technical contracts for work performed by consultants/contractors.
5% May be required to perform other duties including but not limited to emergency/disaster support activities.
