This National Guard position is for a EMERGENCY MANAGEMENT SPECIALIST (COOP), Position Description Number T5776000 and is part of the KS Joint Forces Headquarters, National Guard.Qualifications: **This position is designated as key and considered mission essential, work performed by employee directly impacts functions, initiatives, and operations of the Installation and NGB. Employee required to remain on duty or report for duty during severe weather or other installation closings or emergencies and required to work irregular hours in crises situations.
SPECIALIZED EXPERIENCE: Must have at least one year of specialized experience equivalent to at least a GS09. Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled: Comprehensive knowledge and experience in applying the concepts, theories, principles, and practices of DoD Emergency Management and Continuity Programs. Knowledge of qualitative and quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex processes and systems to address continuity and EMERGENCY MANAGEMENT planning issues. Effective speaking and writing skills to communicate effectively with officials, staff, field activities, higher headquarters and other agencies to produce clearly written reports and correspondence, often involving controversial issues. Proficient in the use of JIEE, WebEOC, GEC20, JTIMS, APAN, DART, DRRS-S and related systems used by the JFHQ-S to communicate with NGB, State Homeland Security Office/Emergency Management Agency. Proficient in the operation of High Frequency radio systems used in emergency response operations. Must have comprehensive knowledge of Federal, military, state, and local government organizational structures and relationships, especially as related to Emergency Management and Continuity of Operations to develop new methods, approaches, or procedures to effectively plan for and coordinate state readiness and recovery operations. Knowledge in applying techniques and skills to develop exercise policies, plans and procedures required for effective Emergency Management and Continuity of Operations. Knowledge of Presidential Policy Directives, Department of Defense Regulations, Federal Emergency Management Agency Guidance, National Incident Management System, National Response Framework and Mission Essential Functions.

Physical Demands: The work is primarily sedentary. However, during disaster response, long work hours under
extreme stress is expected.
Work Environment: Work is typically performed in an office setting with adequate lighting and physical comforts. However, if deployed to impacted locations, incumbent may be subjected to unpleasant environmental conditions, including extremes of temperature and weather.Education: The following education is required if substituting experience for education and must provide proper documentation to support claims.
Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree
