EXECUTIVE SUMMARY The English Language Learners (ELL) and Dual Language (DL) Curriculum Facilitator provides key leadership and support to teachers, principals and central office staff as it pertains to the English Language Learners program. The ELL/DL Curriculum Facilitator works with the District Assessment office to coordinate District-wide assessments (excluding quarterly common assessments) and placement testing for ELL/DL. The Curriculum Facilitator assesses relevant district-wide student achievement data and recommends appropriate courses of action including curricular changes based on student achievement data.

The ELL/DL Curriculum Facilitator will coordinate culturally appropriate services and activities for ELL/DL students and their parents. The Curriculum Facilitator position is not supervisory in nature; however, the ELL/DL Curriculum Facilitator is responsible for actively coaching and supporting teachers in their area of expertise; coordinating the work of the ELL/DL office; organizing, planning, and facilitating program-level professional development; and budget development and oversight. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: Adheres to Board policies, district procedures, and contractual obligations.

Demonstrates ability to effectively communicate with teachers, principals, and directors regarding important issues relative to their program responsibility. Provides coaching and support to classroom teachers. May include classroom modeling of educational strategies.

Coordinates with the ELL/DL support person at each building for the following purposes: facilitate communication with other staff members; organize, plan, and facilitate professional development; coordination and implementation of assessments; student screenings and placements; student achievement data reviews; and any other matters to ensure support for staff and students. Engages 100% of the time in coordination. Of this time, 80% will be spent in buildings observing programs, supporting and coaching teachers; 20% will be spent analyzing data, researching best practices and trends and preparing professional development opportunities.

Develops and manages EL Title III program budget. Develops, delivers, and assesses program-based professional development for teachers and principals. Identification of best practices is an important aspect of this professional development responsibility.

Must keep current on laws and educational regulations relating to the program. Participates in the recruiting and selection process of applicants for open positions. Provides guidance in the development of content-based questions used to assess the content knowledge of applicants in the selection process.

EDUCATION and/or EXPERIENCE Minimum qualifications include a valid Iowa teaching certificate, a Bachelor's Degree from an accredited college or university with a major in education or the appropriate content area, and a minimum of three years teaching experience and one year experience within the District. Must possess proper state certification and licensure for the position. English as a Second Language/English Language Learners endorsement preferred.

The employee is expected to demonstrate continued professional growth specific to the program(s). TERMS OF EMPLOYMENTThe Curriculum Facilitator retains the regular teaching contract issued in accordance with Iowa Code Chapter 279 and shall be issued a supplemental contract for a one-year assignment to the ELL/DL Curriculum Facilitator role. The supplemental contract will be for additional work on an as-needed basis beyond the career teacher contract.

The scope of the work to be completed for the additional contract days will be determined by the District Leadership Team. The ELL/DL Curriculum Facilitator will receive a $2,000 stipend. EVALUATIONJob performance will be evaluated annually by the Director of Student Services and Equity Education.

COMMUNICATION SKILLS Strong written and verbal communication skills are critical to the success of this position. Must possess the ability to communicate effectively with a variety of individuals and groups from all levels of the organization, including teachers, principals, and central administration. Communication will include individual to large group presentations as well as written communications and reports.

Translation skills are also important. Individual must have effective listening skills. PUBLIC RELATIONSPromotes the District and program areas through positive public relations.

The ELL/DL Curriculum Facilitator will be a collaborative team member that maintains positive relationships with administrators, staff, parents, and community groups. FACILITATION SKILLSMust be an effective facilitator in a variety of situations. Must have the ability to facilitate group meetings and facilitate large and small group professional development.

Group facilitation includes discussion as well as group problem-solving processes. PLANNING SKILLSMust have the ability to plan both long-term and short-term. Planning should include data analysis, research of best practices, action steps, and general logistical support.

ORGANIZATIONAL SKILLSPosition requires strong organizational skills. Must have the ability to organize and assimilate information, data, resources, scheduling, and other needs within the program(s). ANALYTICAL and REASONING SKILLSIndividual must have the ability to interpret data, which may be very complex and varied.

Must be able to link assessment data analysis to school improvement, curriculum, and professional development. TECHNOLOGY SKILLSIndividual must be competent in research and information gathering through technology. Must also have the capability to collect and sort data through technology.

The ability to present and communicate through technology is required, including spreadsheets, PowerPoint and web-based information. PHYSICAL DEMANDS AND WORK ENVIRONMENT Normal office physical demands. May be required to lift up to 50 pounds infrequently.

The noise level in the work environment is usually moderate. Generally, employee works inside. OTHER DUTIES AS ASSIGNEDWill perform other duties as may be assigned by the superintendent or designee, necessary and appropriate to the achievement of the program and/or District goals and objectives.
