Job description

Lawrence Berkeley National Laboratory is seeking a dynamic department leader with a national and/or international reputation and an outstanding record of electrical/electronics engineering accomplishment to serve as the Electronics, Software and Instrumentation Engineering (ESIE) Department Head.

 

Reporting to the Engineering Division Director, the ESIE Department Head is responsible for providing vision and leadership for the electrical engineering activities and developments as well as the operations activities of this large Department, overseeing a staff of about 140 staff members. 

 

It is highly likely that the incumbent will be an engineer with significant experience and demonstrated competency and achievements, and who has contributed significantly to the Laboratory and/or to the external community in Electrical, Electronics, Software and Instrumentation Engineering. Consequently, s/he will also be expected to perform on-going research and development (R&D) activities in support of specific scientific and engineering programs within the Laboratory. 

 

This position is classified as Staff Scientist or Senior Scientist level.

 

The Department is structured into several areas of Electronics, Software and Instrumentation Engineering Expertise supporting Physical Sciences Area/programs as well as providing electrical engineering project support across the laboratory. The Department Head has full responsibility for all areas of management within the technical areas.

 

A core mission of the ESIE department is to support laboratory projects and programs of all sizes by matrixing qualified staff directly to these activities. A critical function for the department head is to identify the staff, expertise and capabilities needed to execute the projects the ESIE department is supporting. The Department Head needs a critical eye and high standard for recruiting to have a team that can stay on the forefront of relevant technologies. The goal is to deliver complete engineering services, including: design, analysis, fabrication, manufacturing, consulting and support for development of strategic initiatives.

 

The Department Head is expected to establish a culture of excellence and inclusion by recruiting a diverse population of outstanding engineers and support staff, enthusiastically supporting and promoting their career development. 

 

The Department Head will serve as a member of the executive management team of the Engineering Division and will advise the Engineering Division Director in strategic investments, recruiting, department organization and development of future electrical engineering capabilities.

 

About the Engineering Division:

Serving the entire Laboratory and performing technology R&D in its own right, Berkeley Lab's Engineering Division has been a partner of the other Physical Sciences divisions throughout their history.  The Lab's engineers conceptualize, design, and build the breakthrough instrumentation and scientific equipment that advances world-class scientific exploration and discovery. 

 

The Engineering Division (EG) has a diverse staff of about 400 and is organized into five departments:  Mechanical, Electronics-Software-Instrumentation, Magnetics, Manufacturing-CAD, and Project Controls Engineering. The EG staff is matrixed across the laboratory to support scientific projects and maintains significant fabrication and assembly spaces and capabilities. The "matrix" system provides Engineering staff with an intellectual home where line management has relevant subject-matter expertise; ensuring that projects and scientific programs have flexible, fast-ramp-up staffing options;  allowing  diverse professional development  opportunities; and ensuring that engineering tasks are carried out to high, uniform standards.

 

About the Electronics, Software and Instrumentation Engineering Department:

The Electronics, Software and Instrumentation Engineering Department partners with and supports projects of all sizes, providing engineering analysis, design, fabrication and assembly capabilities, simulation support, and project management resources.  The ESIE Department strives to develop and maintain unique technology capabilities, prototyping, and assembly methods for highly specialized scientific equipment. 

 

Seven electrical engineering groups provide the ESIE core areas of expertise that serve Berkeley Lab's needs:  Accelerator Technologies, Electronics Systems, Semiconductor Detectors, Integrated Circuits, Electronics Technology, and a dedicated Advanced Light Source Electronics Engineering and Controls group. The ESIE department manages projects throughout their entire lifecycle by tightly integrating the process from conceptual development through requirements management, design, manufacturing, technical assembly, commissioning, and operation.  Project lifecycle management includes feedback and data capture throughout.  

 

What You Will Do:

  • Hire, develop and supervise the ESIE Department staff, directly or indirectly. 
  • In collaboration with the Engineering Division management, HR, and other appropriate stakeholders, assess/update the job classification descriptors consistent with LBNL requirements. 
  • Provide leadership, mentor, and train electronics, software and instrumentation engineering and technical professionals to provide the expertise needed for the Berkeley Lab's science programs and projects.
  • Provide strategic direction for the ESIE, and assembly of technologies to position the Engineering Division for future needs.  
  • Manage the overall critical ESIE resources essential to the Laboratory mission. 
  • Direct and control the activities of a broad functional area through several group leaders or department heads within the organization having overall responsibility for planning, budgeting, implementing; and maintaining costs, methods and employees.
  • Proactively seek out (partners/collaborators or sponsor) needs as they pertain to the challengingtechnical and programmatic requirements of importance to the Laboratory, develop a full understanding and accept ownership of those needs, seek relevant solutions which meet all requirements and follow up to ensure that the (customer/client or sponsor) is satisfied.
  • Provide a technical leadership role in major Laboratory initiatives by
    • Serving as a technical resource for subordinates and peers.
    • Participating in the earliest phases of strategic planning for major scientific and engineering initiatives.
    • Conceptualizing future technologies and their applicability to new business efforts that will contribute to the formulation and direction of new programs and projects that enhance the Lab's preeminence as a National Laboratory.
    • Network and grow "collaborative relationships" with new and existing outside funding sources in order to identify and attract major new funding.
  • Lead the development and construction effort of large engineering projects/programs, including defining and negotiating overall scope of work, schedule and budget issues with funding institutions. Supervise and provide leadership for large ongoing projects or experiments by independently developing complete implementation plans to meet all objectives; and directing and coordinating the activities of group members and other participants to effectively complete required work to meet programmatic goals.
  • Represent the Laboratory to the outside world in critical engineering areas. May serve as a Laboratory, national, and/or international resource in conceptualization, design, planning, implementation, and completion of complex problems, tasks, projects, or experiments that often results in solutions that have little or no precedent.
  • Participate with other senior managers to establish strategic plans and objectives.
  • Attend (Divisional and Laboratory-wide) management/planning meetings as requested. 
  • Provide leadership for implementation of quality assurance and conduct of operations principles, policies, and procedures by assisting subordinates and peers with application of national, industry, and professional standards into task solutions and setting documentation standards for task/project activities including preparation of scientific reports and manuscripts, as appropriate.

  • Communicate regular updates to employees on Department/Division/Laboratory plans and programs, i.e., new project funding, controversial programmatic situations and customer feedback.

 

Qualifications for Staff Scientist:

  • Bachelor's/advanced degree in electrical/electronics engineering or related field and at least 12 years education and/or applied experience. Advanced degree or equivalent experience preferred.
  • Demonstrated knowledge and ability to successfully manage large technology-related projects and knowledge of the tools and processes for project management (DOE, NSF, other federal or large scale projects)
  • Significant experience with engineering software and hardware tools
  • Demonstrated strategic leadership ability applicable to running a large, diverse, team-oriented organization with a multidisciplinary group of scientists, engineers, and union workers.
  • Strong interpersonal and communication skills, and the ability to interact at the highest level of management, both internally and externally, in a constructive and collaborative manner and in a way that appropriately represents the Laboratory.
  • Demonstrated commitment to diversity, inclusion, equity, and accountability.
  • Demonstrated experience in effective management and administrative oversight, creativity in decision-making and problem-solving, experience in human resource management and a commitment to mentoring and career development.
  • Supervisory experience required, management experience in large organizations preferred.

 

Additional Qualifications for Senior Scientist:

  • Recognized as a respected expert and leader in her or his engineering field with a nationally / internationally recognized record of engineering recognition as subject-matter expert (e.g. as evidenced through participation of national reviews, conference talks, collaboration on international/national projects)
  • Demonstrated excellence in the field. 
  • Defines scientific frontiers and directions. Superior intellectual attainment.

 

Salary range based on job classification:

 

Staff Scientist/Engineer - S35.4 - $161,016 - $225,180 (annually)

 

Senior Scientist/Engineer - S35.6 - $190,620 - $266,868 (annually)
