Job description

OBXtek is supporting the US Space Force, Space Systems Command Contract. This opening is for an Earn Value Analyst, SME, who will provide the Military Communication and Positioning, Navigation, and Timing (MilComm & PNT) Directorate (SSC/CG) with a broad range of financial management capabilities to execute effective and responsive integrated program management of space-related research, development, production, and lifecycle acquisition activities.

 

The tasks for this position include:

  • Provide a broad range of Earned Value Management support for the Space Systems Command. This includes review and assessment of official program documents including Acquisition Strategy Plans, Requests for Proposal, Statements of Work, Contract Data Requirements Lists, Policies, Department of Defense/Air Force/Center guidance/instruction, Integrated Master Plans, and Program Contractor Proposals for solicitations for compliance and consistency with Earned Value Management and schedule standards and best practices.
  • Position requires EVM analysis across a variety of standard schedule analysis activities and includes developing and recording risk-based and comprehensive estimates-at-completion (EACs), including confidence level (SCurve) utilizing the best practices and techniques as outlined in the GAO Cost Estimating and Assessment Guide. Recommendations for corrective actions to record the findings and advise/deliver the analysis to the Government is included in position responsibilities.
  • Coordination with the Defense Contract Management Agency (DCMA), this position requires assessment of contractors’ EVM data, including analysis of programmatic and management issues, and the contractors’ approved EVMS description for compliance with DCMA, DoD, NDIA IPMD and ANSI/EIA requirements.

  • Active Secret Clearance
  • Masters degree required. Baccalaureate degree in a related field, such as Management, Business, Economics, Finance, Accounting, Mathematics, Science, Technology, Engineering, Statistics required or Bachelor’s Degree in an unrelated field requires an additional 2 years of relevant experience or relevant professional certification.
  • 15 or more years of combined industry and federal government experience (such as DoD/NASA/NRO employee or SETA/FFRDC supporting federal government acquisition) in space acquisition.
  • Tools experience to include 15 yrs proficiency with Winsight, Excel, and/or Proteus.
  • 5 yrs OnePagerPro.
  • CCEA, PCEA, CCP, PMP, EVP, or other professional certification desired.
