Director of Outpatient Behavioral Health


REPORTS TO

EXECUTIVE DIRECTOR

Family Practice and Counseling Network (FPCN), a program of Resources for Human Development, is a network of community health centers providing comprehensive primary care, dental and Behavioral Health services. The Network consists of four health centers in Philadelphia – Abbottsford­Falls Family Practice & Counseling in the Northwest, the Stephen and Sandra Sheller 11th Street Family Health Services of Drexel University in the North, the Health Annex in the Southwest, and Annex West Health Center in West Philly housed in Action Wellness building (formerly Action AIDS), as well as the SBHC Collaborative, a partnership between Education Plus Health (EPH) and FPCN at CB School in Roxborough. Today the Network serves more than 20,000 patients annually and is an NCQA certified Patient-Centered Medical Home, and recognized by HRSA as a National Quality Leader for Behavioral Health.


The Network’s mission is to provide person­-centered, integrated and comprehensive health services to individuals and families across their lifespan. The Network promotes resiliency and well-being among patients, staff and surrounding communities. Network services are targeted to the surrounding communities and the advisory committee that guides services primarily consists of people from the communities served.


POSITION SUMMARY

The Director of Outpatient Behavioral Health upholds the Family Practice & Counseling Network (FPCN) mission by assuring the delivery of high-quality Behavioral Health services that result in better outcomes, strong consumer satisfaction, and that help maintain the fiscal and operational capacity of the Outpatient Behavioral Health (OBH) Department. The Director of Outpatient Behavioral Health is a network­level role responsible for leading a department of 35+ staff, is a member of FPCN’s Senior Leadership Team and has authority over department level clinical and administrative decision-making, in collaaboration with the Executive Director.The Directorensures effective assessment, planning, development, implementation, and evaluation of all OBH activities. The Director of Outpatient Behavioral Health works to sustain a supportive, trauma informed work environment with a strong focus on retaining highly trained staff, ensuring the provision of high-quality services. The Director also provides direct care/ psychotherapy services for .2FTE of the position.


ESSENTIAL FUNCTIONS & DUTIES

Leadership responsibilities:

1. Collaborates with executive leadership on OBH related strategic planning, creative decisions, partnerships, and business plans, as needed, to promote health equity.

2. Ensures implementation of strategic plans to carry out the direction of the department and network.

3. Promotes FPCN mission, vision, and values and models behaviors congruent with these in all interactions. Creates and sustains a trauma-informed, anti-racist culture.

4. Determines OBH scope of care and optimum staffing levels; recommends changes as necessary.

5. In collaboration with the BH Leadership team and Clinical Directors, leads and advances the development and implementation of client care initiatives and evidenced based practices that improve the quality, integration, and expansion of Behavioral Health services.

6. Has authority over department level clinical and administrative decision-making including OBH vision and direction, policy development, operations, training, quality assurance and continuous quality improvement priorities, standardization of OBH protocols, and other OBH related issues influencing the experience of communities served and clinicians at FPCN.

7. Provides input on FPCN policies and procedures.

8. Participates in the FPCN Senior Leadership, Network Operations, Network Clinical Directors, and Continuous Quality Improvement teams.

9. Meets with direct supervisor at least 2x month and as requested.

10. Drives clinical and operational integration at FPCN by working collaboratively across all departments.

11. Perform other duties as assigned by supervisor.

Supervisory responsibilities:

1. Directly supervises the Associate Director ofBehavioral Health, the Behavioral Health Site Directors, and Outpatient Behavioral Health Psychiatrists/ Psychiatric Nurse Practitioners.

1. Collaborates with direct reports to define job responsibilities and oversee work assignments.

2. Meets with supervisees at least monthly, and more if needed.

3. Provides reflective supervision, feedback, and supervisory reviews to the staff under direct supervision to support growth and accomplishment of performance standards.

4. Is available and responsive to supervisees in between scheduled supervision for clinical and administrative support, including crises.

5. Ensures training and competencies are current.

6. Identifies areas for growth and leadership development.

7. Recruits, hires, orients, develops, and evaluates staff directly supervised.

8. Provides feedback to supervisees, including commendations and performance improvement plans.

9. Prepares and documents employee probationary and annual performance evaluations for direct reports.

10. Approves timecards, CE training, and staff reimbursements for direct reports.

2. Plans and leads the Network Outpatient Behavioral Health meetings monthly.

3. Plans and leads the Network Outpatient Behavioral Health Leadership team meetings 2x month.

4. Plans and leads the Network Behavioral Health Leadership/ BH Coordinators meeting at least quarterly.

5. Participates in site level OBH team meetings, as needed, to ensure strong communication and to trouble-shoot or problem solve clinical or operational challenges.

6. Supports OBH staff through accessibility, responsiveness, and reflective supervision.

Fiscal Management Responsibilities:

1. Sets productivity standards in collaboration with the Executive Leadership Team.

2. Reviews OP BH productivity monthly and proactively works to ensure departmental productivity goals are achieved.

3. Collaborates on budgetary planning and management, as requested.

4. Processes monthly invoices for OBH contractors.

5. Ensures adequate departmental supplies for clinical operations.


Program Management Responsibilities for Quality Assurance/ Continuous Quality Improvement:

1. Ensures dissemination and implementation of OBH evidence-based standards of care.

2. Ensures effective assessment, planning, development, implementation, and evaluation of all Outpatient Behavioral Health activities.

3. Directs and delegates the BH quality improvement planning and processes including outcomes and data management, power cycle processes, and internal compliance, clinical, and quarterly peer reviews according to OBH CQI plan.

4. Collaborates with outside funders, regulators, or partners that review, audit, or partner with FPCN OBH programs and services (i.e.-CBH, the DBHIDS Consumer Satisfaction Team, etc.).

5. Ensures effective BH on-call system including on-call schedule and workflows. Ensures supplemental pay to staff for on-call duties. Provides back-up for Behavioral Health on-call clinician after business hours.

6. Defines and updates OBH staff role responsibilities, as needed.


Direct Care Responsibilities:

1. Conducts psychotherapy in accordance with set weekly productivity standards.

2. Clinical documentation – Completes all clinical documentation in a timely and competent manner, as required by contracted funding sources: including CBEs, treatment plans, progress notes, case management, and continuing care planning.

3. Crisis Intervention – Is immediately available to the Family Practice & Counseling staff during working hours in the event of a psychiatric emergency. Participates as a member of the Family Practice & Counseling staff in the event of any other kind of emergency. Provides after-hours support via phone for urgent clinical matters by participating in the Behavioral Health on-call rotation for 1 week/ every 4-5 months.

4. Coordination of Care – Coordinates care of clients with the OBH care team and the Family Practice & Counseling healthcare team. Refer clients to other levels of care or other services as needed.

5. Continued Education – Maintains competencies in mental health and substance use, as required by licensing and funding bodies.

6. Collaborates with FPCN Providers and staff to promote trauma-informed, anti-racist, integrated, person-centered care; attends and participates in case conferences, departmental, interdisciplinary, site-level, and network-level team meetings as scheduled.

QUALIFICATIONS

Education:

  • At least 7 years of clinical experience conducting assessment & diagnosis, and providing individual, couples/ family, and/ or group psychotherapy to individuals living with Behavioral Health challenges required.
  • At least 5 years of experience working in a Medicaid funded community Behavioral Health or FQHC setting required.
  • At least 5 years of Supervisory, Leadership, and/or Management experience required. For internal candidates with some experience in these areas, applicable training and coursework may be considered in lieu of years of experience.
  • At least 2 years of experience working in the Outpatient Behavioral Health level of care strongly preferred

Licensing:

  • Current license in Pennsylvania to practice independently as one of the following:
  • Licensed Clinical Social Worker
  • Licensed Psychologist
  • Licensed Professional Counselor
  • Licensed Marriage and Family Therapist

Other:

  • Experience with mental health crisis assessment and intervention a must.
  • Committed to the FPCN mission, vision, and values; models anti-racist, trauma-informed, and recovery-oriented approach, that dignifies the communities served.
  • Experience working directly with BH-MCOs preferred.
  • Proficient in technology skills and electronic health record; willingness to learn new skills a must.
  • Effective oral and written communication skills, including clinical documentation skills. Leadership and Management Skills and willingness to learn and grow.
  • Ability to work independently and as a member of a team.
  • Demonstrates effective problem-solving, communication, interpersonal, and conflict resolution skills.
  • Cooperates fully with FPCN’s privileging, credentialing, and compliance program.
  • Treats all Individuals with full dignity, respect, and professionalism.

Family Practice & Counseling Network (FPCN), a program in the City of Philadelphia, are required to follow the COVID vaccine mandate for healthcare workers per Philadelphia Department of Public Health. FPCN requires Healthcare Workers to be fully vaccinated. Fully vaccinated means it has been two weeks since the final dose of vaccine. Thus, we require vaccination prior to start for all new hires. This currently does not include boosters.
