Hiring Range: $85,000 - $110,000

Position Overview
This senior management position provides oversight and management of administrative functions and is responsible for developing and implementing compliant HR policies, procedures, and best practices. Administrative duties include preparation for Board meetings and follow up, collaborating with senior leadership to develop and implement organization-wide policies, programs, and strategies, and providing support for the Director of Finance and Distribution Department on financial and admin tasks. Primary HR duties include recruiting and staffing, performance and training, labor relations, and employment benefits. This position provides direct supervision of the Utility Administrative Assistant.

Duties & Responsibilities
  • Partner with the General Manager and other Directors to develop the strategic direction of the organization and make ongoing strategic HR decisions to ensure the District's mission is fulfilled.
  • Foster a culture that builds collaboration across the organization. Communicate and reinforce the vision and values to all personnel. Create opportunities for career development.
  • Stay on top of all required executive duties related to the CWD Board of Commissioners meetings and all legal requirements associated with annual meetings as required by the CWD Charter and the Vermont State Statutes.
  • Function as CWD’s Public Information Officer (PIO) relative to the Emergency Response Plan.
  • Plan proactively to meet the specific talent needs of each area of expertise by working closely with Directors and teams to understand their unique skillset and staffing requirements.
  • Maintain knowledge of laws, regulations, and best practices in employment law, human resources, and talent management and ensure compliance.
  • Negotiate and administer labor agreements and grievance resolutions.
  • Work collaboratively with and provide coverage for the Director of Finance and Distribution Department on financial and administrative tasks, including required separation of duties.
  • Design, implement, and manage the staff evaluation process and ensure the performance management process is efficient and effective for all Directors, supervisors, and staff.
  • Maintain all state mandated and CWD required records of job-related accidents and illness where CWD personnel and/or equipment is involved.
  • Provide coordination and support for all CWD public relations activities including the CWD Annual Report, the annual Consumer Confidence Report, news conferences, public information, and educational programs to promote the mission of the District.
  • Administer human resource programs including, but not limited to, compensation and benefits plans, employment policies, worker’s comp, FMLA, onboarding, and performance management.
Education and Experience
  • Employee must possess a minimum of an Associate Degree in Human Resource Management or in a related field (i.e., business administration). Bachelor’s degree preferred.
  • Progressive work experience, including in a supervisory capacity.
  • Thorough knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation.
  • Basic knowledge of billing and finance.
  • Advanced communication skills and the ability to be creative in a fast paced and stressful daily setting. Initiative-taker with the ability to exercise good judgment.
  • Able to establish and maintain effective working relationships with CWD managers, officials, consumers while continually maintaining an approach with a win/win final outcome.
