Job description

The Global Health Training, Advisory and Support Contract (GHTASC) delivers effective global health programming to advance the mission of the U.S. Agency for International Development (USAID), Bureau for Global Health (GH) through institutional support and workforce development services from junior, mid-level, senior and expert advisory, and administrative professionals.

 

Credence and its partner, the Encompass are both employers for GHTASC, and are seeking a Deputy Director of Workforce Development as in support of USAID's Global Health Bureau under GHTASC, office of Professional Development and Management Support, Learning and Organizational Development Team (GH/PDMS/LOD) through the Global Health Training, Advisory, and Support Contract (GHTASC). 

 

The purpose of Workforce Development within GHTASC is to strengthen USAID health sector staff capacity to lead and manage health programs by providing resources, sharing knowledge, building capacity, and maximizing learning opportunities. The Deputy Director of Workforce Development will work in close collaboration with the prime contractor for this project, Credence Management Solutions, and, as a member of the GHTASC Project Management Operations Team, will support the Workforce Development Director in effectively leading the team to deliver on all aspects of Workforce Development, including its three main tasks: Professional Development (PD), Organizational Development (OD), and Workforce Learning (WL).

The Deputy Director of Workforce Development will be responsible for ensuring the quality and strategic alignment of PD, OD, and WL engagements, supervising professional and organizational development technical staff, and conducting intake and team assignments for incoming professional and organizational development requests.

The successful candidate will be a skilled project manager, learning designer, and facilitator capable of serving as client-facing point of contact for service requests, leading teams to design and deliver professional development (PD) courses, and facilitating organizational development (OD) interventions as needed, as well as supporting a human-centered design (HCD) needs assessment and contributing to the development of a GH workforce learning strategy.

The successful candidate will bring an appetite for learning, curiosity, innovation, and a willingness to experiment with new ways of working and will have leadership experience in similarly complex learning, training, and/or leadership development projects, with USG experience strongly preferred. The successful candidate will also bring a commitment to and experience in applying and adapting Diversity, Equity, and Inclusion (DEI) best practices to workforce development and will be able to incorporate those practices into staff management.

 

This is a full-time role based at EnCompass’ principal office in Rockville, Maryland. This position allows for a flexible hybrid arrangement with some days working remotely. The Deputy Director of Workforce Development is expected to work in person with the prime contractor and from the client site in Washington, DC, as needed. Candidates must be legally authorized to work in the US for any employer without sponsorship.


Essential functions include:

  • Collaborate closely with the Workforce Development Director to ensure quality and strategic alignment of PD and OD engagements
  • Review and offer detailed feedback on agendas, macro and micro designs, course materials, facilitator’s guides, organizational development proposals, learning products, reports, and other deliverables from staff and consultants
  • Observe course deliveries, analyze evaluation data, and convene after action reviews to coach staff and consultant practitioners on strengths and areas for improvement
  • Conduct initial intake discussions and assign activity teams for incoming PD and OD requests
  • Design, facilitate, and manage high-profile Workforce Development programs and activities
  • Work closely with the Workforce Development Director, GHTASC Project Director, and GHTASC Human Capital Director, as well as designated USAID contacts, to ensure appropriate coordination; establish and maintain highly collaborative working relationships with project partners, USAID contacts, staff, and other internal and external entities
  • Participate in the planning and implementation of an HCD needs assessment utilizing innovative and collaborative methods to obtain a deeper understanding of the GH workforce to evolve existing and future workforce development offerings in a strategic and integrated way
  • Contribute to developing, implementing, and updating a Bureau-wide learning strategy, informed by the HCD needs assessment as well as the 2022 - 2026 Agency Learning Agenda, that enables the workforce to be agile, adaptive, and better equipped with informational and transformational learning resources to achieve critical outcomes at the individual, team, and organizational levels
  • Employ leading-edge learning and leadership development technical expertise to inform, improve, and build current and future offerings
  • Identify and liaise with consultants and subcontractors necessary for the implementation of Professional and Organizational Development activities
  • Engage fully as a member of the EnCompass staff team, participating in relevant staff meetings and other EnCompass events
  • Other duties as assigned

Master’s and 8 years, Bachelor’s and 10 years, Associate’s and 12 years, or High School and 14 years of professional experience. Degree in adult learning, leadership, organizational development, or a related field.

Experience and Skills

  • Minimum of 8 years’ experience in adult learning and leadership development, including professional development, training, and/or organizational development
  • Proven ability to create and lead effective teams, building on strengths while catalyzing change to meet evolving client needs
  • Record of success leading PD, OD, and WL services of similar scope and complexity and delivering client services that exceed expectations
  • Adaptive, collaborative, and strengths-based leadership style, including cultivating peer-to-peer learning so that capabilities are shared across the team
  • Strong leadership, management, and supervision skills required. Ability to work in a collaborative and appreciative work environment and to model strengths-based approaches for the team
  • Experience in management of U.S. Government contracts of similar scope and complexity to GHTASC, with USAID experience preferred
  • Ability to work sensitively in multi-cultural environments and build effective working relations with clients and colleagues
  • Commitment to and experience in applying Diversity, Equity, and Inclusion (DEI) best practices to workforce development and ability to incorporate those practices into staff management
  • Commitment to and experience in applying gender integration best practices to programs and courses
  • Proven track record in project and management-level skills, including, at a minimum:
    • Strategic planning, organization, thought leadership, communications, relationship building, and problem-solving skills
    • Leadership of project teams to deliver exceptional services on time, on scope, and on budget while successfully managing risk and stakeholder relationships
    • Time management and task prioritization, while leading team to produce quality products and services within tight time constraints
  • The ability to obtain and maintain Facility Access Clearance
  • ProjectD Pro (formerly PMD Pro) certification highly desirable
  • U.S. Citizenship or permanent residency required
  • Prior experience in or knowledge of USAID health sector activities strongly preferred
  • Experience working or living overseas and ability to travel internationally preferred

 Full salary range for this position is: $74,620.00 - $117,260.00  per year with the starting salary determined based on candidate’s knowledge, skills, experience, and education, in addition to budget availability.
