SUMMARY OF DUTIES:
The Deputy Chief Engineer - Research, Analytics and Data Collection is to provide the management and oversight to the Research, Analytics and Data Collection Organization under Capital Delivery.  This position will also be responsible for all infrastructure data collection/analytics including but not limited to:


• Track and Catenary Geometry
• Rail Profile Measurement
• Mobile High-Resolution Imagery and Change Detection
• Mobile Lidar Survey
• Ground Penetrating Radar (GPR)
• Electric Traction Aerial Surveys
• Wayside Data Collection, (Wheel Impact Load Detectors, Wheel Profile Scanners, Rail Temperature Monitoring)

 

The Deputy Chief Engineer – Research, Analytics and Data Collection should have a broad-based experience railroad infrastructure (all disciplines), FRA regulations, engineering standards and the ability to lead the organization with the introduction of the latest technologies in railroad infrastructure maintenance, inspections, and operations.

 

 

ESSENTIAL FUNCTIONS:
1) Execute the current regulatory and non-regulatory data collection functions including, but not limited to:
    • Track Geometry
    • Lidar Survey
    • Ground Penetrating Radar
    • Electric traction Aerial Surveys
2) Define, Develop, and execute prototype and final product/process for new infrastructure technologies to include automated track inspections, improvements to PTC, bridge (or other infrastructure) monitoring and new advanced infrastructure tools and materials.  
3) Maintain a data repository for all data collected by the group.  
4) Responsible for establishing a Data Analytics Team that will lead the Engineering Services 
   organization in developing data driven decisions and action plans to solve Infrastructure issues and improve reliability and quality of operations.
5) Leverage AI & Machine Learning to move predictive analytics to the forefront of the way Amtrak manages its infrastructure assets.
6) Responsible for creating and managing a capital plan to support the R&D and other new initiatives while addressing the regulatory and the operating    functions with the prescribed core budget.
7) Act as the Liaison between the Equipment Engineering function and evaluate and new technologies that would affect rail/wheel interface, vehicle dynamics and pantograph/catenary interface.

 

 

MINIMUM QUALIFICATIONS:
•Bachelor’s degree in Engineering.  
•Highly proficient in the engineering, maintenance and regulatory compliance for railroad infrastructure. 
•Minimum of 10 years of experience leading this type of work.
•Expert level experience in engineering for railway infrastructure.   
•A demonstrable track record of introducing new technologies into an organization similar to a railroad environment.
•Strong Leadership skills, with proven ability to build teams, lead technically and/or politically challenging projects.  
•Expert ability to properly structure and resource projects and programs to ensure safe, effective execution.  
•Proficient in collaboration, team building, and strategic alignment across all levels of both internal and external organizations and with track record of  successful and diplomatic coordination across myriad stakeholders with competing objectives. 
•Ability to partner with multiple stakeholders and project  partners while ensuring Amtrak’s strategic interests are achieved and cost, schedule and scope  outcomes are achieved.  
•Expert level oral and written communication skills across all levels of internal and external stakeholder groups. 
•Ability to organize and present executive  level reports, proposals, and other related information.

 


PREFERRED QUALIFICATIONS:
Master’s in Engineering, PE License

 

 

WORK ENVIRONMENT:
Primarily office-based environment and must have ability to attend site investigations in the field.

 

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

 

 

The salary/hourly range is $182,330-$236,300. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation. In accordance with DOT regulations (49 CFR § 40.25), Amtrak is required to obtain prior drug and alcohol testing records for applicants/employees intending to perform safety-sensitive duties for covered Department of Transportation positions. If an applicant/employee refuses to provide written consent for Amtrak to obtain these records, the individual will not be permitted to perform safety-sensitive functions.

 

In accordance with federal law governing security checks of covered individuals for public transportation ( Title 6 U.S.C. § 1143), Amtrak is required to screen applicants for any permanent or interim disqualifying criminal offenses.
