FSLA STATUS: Exempt

CLASSIFICATION: Personnel System - Requires satisfactory completion of a six-month probationary period.

PAY GRADE: 120

Purpose of Job

The purpose of this position is to provide direct staff support to the Human Relations Commission, per the Human Relations Commission ordinance; and assist in the education of residents regarding the Unlawful Discrimination Ordinance (NDO) and the pathways to filing a discrimination complaint. The Data & Policy Coordinatorwill be critical in managing and coordinating internal compliance efforts alongside the Chief Inclusion Officer, specifically in the establishment of key data baselines and increasing diversity, equity, and inclusion throughout Athens-Clarke County functions.


This position will be responsible for daily project management, infrastructure and process development, and DEI-focused data and analysis. The Data & Policy Coordinatorwill also be responsible for assisting in the development, improvement, and implementation of performance tools, work plans, assessment reporting metrics, and processes that ensure diversity, equity, and inclusion become institutionalized across ACCGov processes, ordinances, and policies.


The Data & Policy Coordinatorwill join a highly collaborative team, and play a key role in building the foundational infrastructure that prioritizes people while making processes more accessible, equitable, and transparent through the vehicle of the Human Relations Commission. As needed, this position will also perform routine responsibilities such as public speaking, outreach, external trainings, and development of educational content and presentations.

Job Related Requirements

WORK SCHEDULE: Monday - Friday 8:00 am - 5:00 pm. with regular evening and weekend hours and events.

May be required to work on religious holidays. Regular and predictable attendance is required. Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACCGov's safe driving policy.

Bachelor's degree in communications, political science, public policy, statistics, social work or related field along with four years of related experience in policy research and development, data analytics, human centered design, or any equivalent combination of education, training, and experience that provides the knowledge, skills, and abilities for this position.

Must possess a valid driver's license.

Master's degree or equivalent research, writing, and communication experience preferred.

Bilingual Spanish speaker preferred.

Serves as liaison to the Human Relations Commission.

Develops and implements a DEI- focused onboarding process to assist members of the Human Relations Commission in establishing shared language, expectations, processes, and a collaborative work environment that facilitates the achievement of key initiatives.

Supports members of the Human Relations Commission in developing and achieving key initiatives, including (but not limited to) conducting gap analyses, community needs assessments, establishing data baselines, and making data accessible and easy to understand.

Leads strategic communication development and process design to effectively support ongoing community engagement efforts and close gaps in information accessibility to raise awareness about the Human Relations Commission across diverse Athens-Clarke County populations.

Leads data collection, analysis, visualization, and policy recommendations for the Human Relations Commission.

Proactively helps the Human Relations Commission to build and expand their relationship networks in ways that create transparency, improve access to local data, and promote increasingly comprehensive DEI data insights throughout communities across Athens-Clarke County.

Collaborates with the Geospatial Information Office to engage in proactive outreach across ACCGov to identify and gain access to critical data, history, and context needed to support a clear understanding of current local government operations in order to support informed decision-making.

Collaborates across departments to support data-collection, analysis, and communication strategies in effort to create and deliver educational materials (toolkits, visualizations, interactive data stories) that explain the Human Relations Commission, local government, and localized diversity, equity, and inclusion context.

Creates data collection systems that support the Human Relations Commission in gathering genuine community input that includes voices that are often forgotten or missed.

Engages the community by consistently delivering data storytelling that yields a truthful representation of Athens history and our present-day context.

Works with internal and external stakeholders to build a shared DEI data baseline that is interactive, and informs residents, decision-makers, and staff.

Identifies, analyzes, and recommends improvements to existing data collection in order to increase access to key diversity, equity, and inclusion data points.

Assist in the development of data-driven and actionable, DEI education and engagement initiatives that are tied to the policy recommendations of the Human Relations Commission.

Leads data collection, analysis, visualization, and policy recommendations for the Human Relations Commission.

Assists in meeting critical reporting requirements within the Human Relations Commission and the Inclusion Office, and ensuring that data insights lead to substantive change within existing infrastructure.

Contributes to the development of reports, educational materials, resources, tools, and strategic plans for the inclusion office and the Human Relations Commission.

Assists with developing a data strategy for assessing compliance efforts.

Assists Inclusion Officer with preparation of division budget.

Performs other related duties as required and assigned.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including computers, fax machines, calculators, and other office equipment. Must be able to use body members to work, move or carry objects or materials. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 10 pounds of force occasionally. Physical demand requirements are at levels of those for sedentary work.
