Contractor Assurance Manager

Overview:

The Oak Ridge National Laboratory (ORNL) seeks to hire a Contractor Assurance Manager. This position leads the Contractor Assurance group and reports to the Director of the Office of Integrated Performance Management. This position provides leadership, consultation, and oversight of the implementation of applicable policies, processes, procedures, and applications, contributing to an effective Contractor Assurance System.

The Contractor Assurance Manager is responsible for developing and maintaining an effective Contractor Assurance System for ORNL consisting of constituent programs including; Issues Management, Corrective Action, Cause Analysis, Critiques, Performance Analysis and Reporting, Trending, Lessons Learned, Assessments, Continuous Improvement, and other assurance responsibilities as assigned. The role requires the ability to ensure that CAS data is effectively analyzed to identify trends and potential impacts to ORNL operations. The incumbent will ensure ORNL’s Contractor Assurance System is compliant with contractual requirements and efficiently and effectively enables organizational objectives.

Major Duties/Responsibilities:

• Generate performance analysis reports which provide trending and analysis data to evaluate the health of the laboratory, identify opportunities for continuous improvement, and support management with implementation.
• Proactively identify and evaluate areas of concern; and collaborate with other ORNL management system owners and organizations to develop and implement effective improvement strategies.
• Identify and maintain stewardship of institutional performance indicators and associated analysis
• Provide technical leadership and relay key messages for Contractor Assurance System elements such as Issues Management, Corrective Action, Cause Analysis, Critiques, Performance Analysis and Reporting, Trending, Lessons Learned, Assessments, Continuous Improvement
• Develop measurable and meaningful performance metrics in collaboration with ORNL management system owners and organizations to effectively monitor the health of the laboratory.
• Interface with other Battelle and DOE National Laboratories to benchmark CAS program performance and share lessons learned.
• Actively participate on the Battelle Integrated Performance Community of Practice (COP) as the UT-Battelle representative
• Participation in continuous improvement initiatives, including ORNL representation in DOE sponsored organizations such as Energy Facilities Contractors Group (EFCOG).
• Interface with other Battelle and DOE National Laboratories to benchmark for various purposes.
• Support broad assurance processes, meetings, board, and initiatives including but not limited to Management System Owner forum, Performance Integration Board, Management System Health Survey Integrated Capability Management Model, and Event Forecasting Initiative.

Basic Qualifications:

• A BS degree in business, science, engineering, or a related field and 10-12 years of Contractor Assurance-related experience within an industrial, laboratory, or related environment.
• This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

Preferred Qualifications:

• Excellent communication skills, both oral and written.
• A working knowledge of Contractor Assurance regulatory requirements at a DOE facility.
• Advanced level of knowledge developing, analyzing, and reporting key performance indicators.
• Ability to frequently interact with senior engineers, senior scientists, and senior technical management in regard to addressing complex technical issues and problems.
