MAJOR DUTIES:
Serves as a Contract Performance Evaluator in the Directorate of Public Works.
Incumbent is responsible for conducting studies, coordinating, and monitoring the contract quality assurance program and surveillance systems for support of installation contracts. Incumbent is a technical expert and advisor to supervisor, installation directors, commanders, contracting officer representatives, and technical monitors on matters of contract quality assurance and surveillance.
Establishes and maintains professional working relationships in order to ensure monitoring and evaluation of contractor performance is adequate.
  • Oversees the on-going planning and coordination of integrated procurement actions pertaining to contracts administered for both the government and contractor.
  • Represents the organization when contract administration procedures are discussed. Establishes contract provisions for service contract support.
  • Responsible for coordinating site visits for identifying and developing performance characteristics essential for future contracts.
  • Oversees contract terms, contract modifications, purchase descriptions, special terms, and clauses for the contracting officer and develops security and safety data requirements, sole source supply statements, surveillance plans, and inspection plans.
  • On site Contracting Officer's Representative (COR) for various service and construction contracts.
  • Ensures the organization's Independent Government Estimate (IGE) is prepared for submission through channels to the contracting officer.
  • Attends meetings in order to provide technical input and answer questions regarding past and present contractual agreements, pricing policies, scope of work, and related contracting efforts. (50%)
  • Performs final review of all transmittals.
  • Reviews and checks such aspects as drawings, specifications, quantities, cost, accuracy, completeness and conformity with requirements for each project or requirements contract and provides advice and recommendations on evaluations.
  • Recommendations and decisions are accepted as basis for final action and are considered authoritative and usually have an impact on decisions made by others.
  • Acts as staff liaison with personnel and contractor representatives, presenting and justifying deviations in designs and discussing/resolving problems encountered under terms and specifications of contracts.
  • After delivery order has been established and construction begins, directs inspections and surveillance.
  • Occasionally visits site to inspect work.
  • Directs quality surveillance to assure the contractor is conducting sufficient control of operations to produce work in conformance with plans and specifications.
  • Reviews COR reports and test results for completeness and accuracy.
  • Recommends approval of interim and final payments on contracts. 
  • Assures specification of material and equipment to be used for projects meet requirements as to grade, composition, dimensions, consistency, value or other characteristics.
  • Notes any deficiencies and brings to the attention of the contractor for correction.
  • Informs Contracting Officer of recurring deficiencies in contractor's performance.
  • Coordinates construction operations with the activity to avoid interruption of work.
  • Determines acceptability of scheduling, work methods and substitute materials.
  • Maintains and analyzes computerized statistical data for the contracts development process cycle in order to brief management and submit reports as required. (50%)
