Position summary: JMT is seeking a Construction Surveillance Technician (CST) in the Columbia, SC area for an exciting opportunity to work on federal construction projects. The CST will provide construction project oversite using knowledge of general engineering and construction principles and practices to interpret, organize, coordinate, communicate and execute assignments. This role provides great career opportunity in JMT’s growing federal construction management sector!

 

Essential skills and responsibilities

  • Monitor cleared and un-cleared workers during designated phases of construction.
  • Inspect material, equipment and furnishings designated for use within Secure Areas of a construction site utilizing x-ray machines, metal detectors, visual or other approved method.
  • Read and analyze designs and blueprints and recognize the architect’s intended use -- shall be capable of analyzing designs and structural complexities, which are intended to mask an ulterior purpose not wanted by the architect.
  • Assist in the random selection of materials required for construction and installation in secure areas and areas contiguous to the secure space.
  • Must be open to specialized training and studying of client policy
  • Maintain detailed daily logs during shift; logs are to be submitted to supervisor who will review them for accuracy and present them to the SSM.
  • Utilize varied means of inspection to include, but not limited to, metal detectors, x-ray machines, On-Linear Junction Detectors, and visual/physical examination of materials for clandestine technical devices.


Required Skills
  • Be knowledgeable of the principles of all construction disciplines, to include Civil, Architectural, and Mechanical, Electrical, and Electronic Engineering.
  • Have knowledge of technical surveillance countermeasures, construction principles and devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance.
  • Be able to effectively communicate in English, as well as be able to write detailed reports, analyses of problems, findings, and security situations requiring staff actions.
  • Be capable of independent decision - making, possess a high degree of individual initiative, and function with minimal supervision.


Required Experience
  • Bachelor’s degree in engineering, construction management, architectural or a related field from an accredited engineering, construction management or architectural program
  • Five (5) – ten (10) years of experience working as a construction surveillance technician or similar discipline.
  • Completion of a recognized Construction Surveillance Course, such as the SE630, sponsored by Department of State
  • Have experience commensurate with the grade in at least one of the following areas of expertise:
    • Construction security surveillance.
    • Technical surveillance countermeasures.
    • Industrial or government security involving counterintelligence.
    • Construction quality assurance.
    • Hands-on supervisory construction experience.

 

Preferred Experience

  • Knowledgeable with CPM scheduling. Experienced with Primavera P6 and/or Microsoft Project
  • OSHA Certified
  • Professional Engineer (PE), Project Management Professional (PMP) or Certified Construction Manager (CCM)
  • Knowledgeable in construction testing, inspection and commissioning requirements

 

Working Conditions

Work is performed in both an office and field (construction) environment.  Office to field time is approximately 20% to 80% respectively. Field work requires climbing, walking and standing at a construction site and may be outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 50 lbs.) may be required.
