CONSTRUCTION INSPECTOR

Position Summary:
Under general supervision of the Construction Inspection Supervisor, the Construction Inspector conducts on-site inspections of public water, wastewater, drainage and street related infrastructure for Public Works projects and private development projects to ensure conformance with plans, specifications, standard details and construction installation
Essential Duties:
- Inspects new and existing work to ensure compliance with codes, regulations, approved plans and specifications; prepares inspection reports; coordinates assigned activities with those of other departments, contractors and utilities; attends or conducts pre-construction and other construction meetings; monitors construction sites for compliance
- Performs administrative functions relative to the inspection program and maintains inspection records and data
- Responds to questions and complaints, answers questions and provides project information, including problem solutions and technical expertise to others
- Issues violation notices and stop-work orders while conferring with owners, violators, and authorities to explain regulations and recommend remedies
- Measures dimensions and verifies level, alignment, and elevation of structures, fixtures, and improvements to ensure compliance to construction plans and specifications
- Schedules inspections, testing, final inspections, warranty and sequence of work with outside contractors and City staff
- Compute estimates of work completed and approve payment for contractors
- Review and interpret plans, blueprints, site layouts, specifications, material submittals and construction methods to ensure compliance to legal requirements and safety regulations
- Reviews as-built or record drawings for accuracy
- Uses measuring, testing tools, and equipment to perform inspections
- Other duties as assigned
Qualifications:
Education and/or Experience:
Possession of a high school diploma or general equivalency diploma (G.E.D.) and a minimum of one (1) year of construction or inspection experience or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed below. Completion of college-level coursework in construction technology, pre-engineering or a field related to the work may be substituted on a year-for-year basis
Licensing, Certification, and Other Requirements:
Possess and maintain a valid Arizona driver's license along with a satisfactory driving record; preferably possess one or more of the following certifications at time of hire: ACI Concrete Field Testing; ATTI Field Technician; ADEQ WDII Operator; and/ or NICET2 certification (2). Requires at least one (1) additional certification within one (1) year of hire

Knowledge, Skill and Abilities:
- Knowledge of construction methods, materials, tools and equipment and associated inspection techniques for road, stormwater, and utilities construction including computer applications
- Knowledge of applicable laws, codes, ordinances, regulations, and standard specifications for construction; principles and safety precautions
- Skill in prioritizing work and exercising independent judgment
- Skill in reading, interpreting, and applying plans, specifications, codes, and regulations
- Skill in conducting effective field inspections; preparing inspection reports and maintaining detailed records; reviewing and coordinating plans and permit applications for final approval
- Skill in communicating and acting effectively with co-workers and the public in receiving work direction and accomplishing all assigned tasks with excellent customer service
- Must possess and maintain a valid Arizona driver's license and a satisfactory driving record
Physical Demands And Working Conditions:
- Effectively and safely perform required duties and to safely operate required equipment and city vehicle as needed
- Position requires walking extended distances and traversing uneven terrain at times in adverse weather conditions and climb ladders into and out of excavations for inspection purposes
- Clearly, concisely and effectively communicate in person and over the telephone
