JOB SUMMARY: Provides assistance to the Project Manager to ensure quality control for housing projects. Records maintenance. Trains and supervises Self-Help Owner-Builders.
ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES:
  1. Assists with the training and supervision of groups of families in the construction of their homes using the mutual self-help construction method and Homebuyer Association/Construction Agreement.
  2. Organizes work crews of homebuyer families and community volunteers.
  3. Helps with maintenance of required records.
  4. Works with Project Manager to ensure all aspects of construction are in compliance with all applicable regulations, standards, and codes.
  5. Teaches tool use safety and works with the Project Manager to assure adequate tools for jobs to be performed are available.
  6. Ensures work site is clean upon completion of work and all trash is disposed of properly.
  7. Assists with supervision of on-site storage and security of project materials, equipment and supplies and inventory of bulk materials.
  8. Maintains a safe work environment by providing aggressive oversight to minimize work place hazards; ensuring workers receive appropriate safety training and consistently monitoring work crews to ensure safety rules are being followed.
  9. Other work-related tasks as assigned by the Project Manager.

  9. Must have the ability to operate the following equipment: desktop computer, telephone, copier, PC printer, and fax machine/scanner.
PHYSICAL DEMANDS:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. 
  1. While performing the duties of this job, the employee is regularly to grasp, type, see, talk, hear, and lift and carry 50 pounds of weight by utilizing proper lifting techniques and working in a safe manner. This position will also be performing physical activities such as climbing, lifting, balancing, walking, stooping, bending, and handling materials. 
  2. Occasionally performs sedentary activities that require sitting for long periods and repetitive use of hands, wrists and arms for handling, positioning, moving materials, and manipulating things. 
  3. Must be in good general health and free from serious physical, mental health and/or substance abuse problems.
POSITION TYPE/EXPECTED HOURS OF WORK:
This is full-time position. Days and hours of work vary on a 4 day on, 3 day off rotating schedule, 10 hours per day from 8:00am and 7:00pm with a one-hour lunch break.  Evening and weekend work will be required as job duties demand.
TRAVEL:
Frequent overnight and/or prolonged travel to on-road communities where self-help construction is taking place and infrequent travel to the lower 48 states or rural, off-road Alaskan communities.  Travel is required in areas outside of the Central Kenai Peninsula.  Per diem is offered during travel.   
EMPLOYMENT REQUIREMENTS AND REQUIRED EDUCATION:
  1. Must be at least 18 years of age.
  2. High School Diploma or GED and three (3) years' experience in construction or remodeling projects.
  3. State and federal background checks, including fingerprints, may be required.
  4. Ability to read and understand blueprints.
  5. Ability to function independently without direct supervision.
  6. Ability to resolve problems in a timely and efficient manner.
  7. Ability to teach building skills to unskilled workers.
  8. Ability to work with people of varying socioeconomic levels.
  9. Responsible work ethic with reliable attendance.
  10. Capable of reading, understanding, and following written procedures and policies related to job responsibilities.
  11. Ability to manage work time well, prioritize and meet deadlines.
  12. Demonstrated ability to work effectively in a team environment.
  13. Must keep all matters concerning participants in strictest confidence as required by HIPAA privacy and the 42 CFR, Part II confidentiality regulations. 
  14. Must have a valid driver's License and maintain a valid driver's license throughout the course of employment. Must provide a copy of current driving record from the Department of Motor Vehicles annually.
  15. Must have an insured vehicle, present proof of insurance, and maintain proof of insurance throughout the course of employment.
  16. Agency recommends annual TB screening and physical as part of employee's personal wellness plan (Recommendation - Not a requirement of this position).
PREFERRED EDUCATION AND EXPERIENCE:
  1. Knowledge of residential building codes.
  2. Knowledge of conservation materials, measures, and technologies.
  3. Knowledge in green building, cold climate construction, and Alaska Building Energy Efficiency Standard (BEES).
