JOB SUMMARY
This position supports the execution of the communications strategy for the division of Substance Use Prevention and Harm Reduction (SUPHR) at the Philadelphia Department of Public Health (PDPH). The Communications Specialist works closely with the staff of SUPHR's ten (10) programs to educate and build relationships with community organizations that work with people who use drugs, serving as a liaison between SUPHR and these organizations to promote public health messaging. SUPHR is responsible for developing materials that will help the public understand the substance use crisis, its associated challenges, and the City's response. This includes designing and distributing educational materials, creating ad campaigns aimed at increasing public knowledge about particular drug-related issues, developing, and updating content for the Department's substance use webpage, and assessing the outcomes of current communications initiatives to determine how they might be changed for better results. The Communications Specialist will work closely with staff from the Substance Use Program and any sub-contracted agencies involved in grant activities to meet these goals.
The Communications Specialist will report to the Communications Manager and work very closely with staff in PDPH's Substance Use Program, the Department of Behavioral Health and Intellectual disAbility Services, the Fire Department's Emergency Medical Services, the Police Department, Philadelphia-based community-based organizations and civic associations, and health care providers associated with all major Philadelphia area hospital emergency departments.
JOB SPECIFICATIONS
Responsibilities/Duties
  • Under the supervision of the Communications Program Manager, the Graphic Designer will perform the following essential job functions:
  • Provide communications expertise in the development and implementation of printed and online campaigns, publications, websites, and presentations.
  • Assist in website designing, building, and/or maintenance.
  • Using scripting or authoring languages, management tools, content creation tools, applications, and digital media.
  • Develop content for posting on various digital media outlets, including ensuring consistency across communication channels, and working within local and state requirements and guidelines.
  • Assist in translating complex information into easy-to-understand health messages.
  • Regularly monitor media outlets for any pertinent information related to the opioid crisis.
  • Summarize and present information to SUPHR staff and partners.
  • Ensure the accuracy of health communication content.
  • Aid in coordinating outreach, education, and access to care services for those affected by opioid use disorder and opioid overdoses.
  • Conduct health needs assessments and health literacy assessments to assess strengths and resources available to communities within the city.
  • Implement and analyze surveys to evaluate community needs and identify perceptions and attitudes around behaviors to inform campaigns and interventions.
  • Lead qualitative interviews with key informants and community leaders to inform needs assessments and evaluate initiatives within the division.
  • Promote healthy behaviors in communities affected by substance use.
  • Develop programs, materials, and events to teach people about health topics or manage health conditions.
  • Evaluate the effectiveness of programs and educational materials.
  • Help people find health services or information.
  • Collaborate closely with community organizations to develop culturally appropriate materials and strategies to raise awareness about the dangers of opioids, availability of naloxone, and other harm reduction strategies.
  • Evaluate the impact of training and education activities.
  • Support other drug-related activities in the Department through close work with staff involved in addressing the drug crisis in Philadelphia, including primary prevention, harm reduction and treatment initiatives.
  • Participate in Emergency Preparedness drills, exercises, and trainings for the Health Department, as needed.

Qualifications
Education
  • Completion of a Bachelor's Degree OR an Associate's Degree with at least (2) years of relevant work experience.

Skills/Experience
  • Experience with graphic design software including Adobe Creative Suite, Canva, or other visual design tools.
  • Proficient working knowledge of Microsoft Windows and Office Suite tools and their graphical components.
  • Experience using visual media to create infographics, brochures and other communication and marketing materials.
  • Ability to translate scientific literature into compelling visuals that resonate with target audiences.
  • Experience providing technical support for communication activities.
  • Operational knowledge and understanding of effective communication strategies, messaging, and custom audience targeting.
  • Proficiency in document development with ability to implement originality and a clear understanding of the information being communicated.
  • Ability to evaluate, analyze, and disseminate information in a variety of venues.
  • Exceptional verbal and written communications skills with ability to present to diverse audiences, specifically racially, ethnically, and socioeconomically diverse communities.
  • Detail-oriented with ability to quickly grasp scientific and technical information.
  • Excellent organization and problem-solving skills with ability to handle multiple projects and priorities.
  • Ability to work as part of a team, to prioritize and handle multiple tasks, and to work independently in a high-pressure environment.
  • Sensitivity to and experience working with ethnically, culturally, and sexually diverse individuals, communities, agencies, and organizations.
  • Ability to translate communication style to multiple cultural environments.
  • Knowledge of substance use and drug related terminology.
  • Ability to speak a second language considered a plus.

Work Environment:
Hybrid role. The majority of the work may be completed from home, but there will be a couple of times a month that work will be in person for meetings, support groups, events, and more. When in an office, it will be a standard office setting with extended periods at workstation and periodic use of office equipment. There is a possibility City policy may change regarding the Covid-19 stay at home order and there will be a full return to the office, but plenty of notice will be given.
Position Type and Work Schedule: Full-time position, typical hours are Monday through Friday 8:30 am to 5:00 pm. Flex office schedule options available with supervisor's approval.
Travel: Local travel to multiple sites and community meetings about once or twice a week.
