Summary
The chief supervises section staff dedicated to engagement with and coverage of U.S. and international organizations and contacts, including Bank for International Settlements, G20, G7, U.S. Treasury, International Monetary Fund, Organization for Economic Cooperation and Development, World Bank, other international forums (i.e., CEMLA, Bellagio), and other Central Banks and Government entities. Leads efforts to promote the Board's visibility, engagement, and recognition of its economic and financial expertise in global topics. The chief plans, coordinates, implements, advises, and manages the section's research work and policy analyses of U.S. and international institutions. Ensures support and coordination of Board members' participation in and staff work related to international meetings and visitors. The chief plans, organizes, staffs, directs, controls, and manages resources to accomplish the section's objectives. The chief coordinates the section's activities with other sections in the Division as well as other Divisions at the Board, counterparts at the Reserve Bank of New York, and elsewhere in the System as applicable. The chief ensures representation of the Division on Board committees and with outside groups in the private and public sectors. The chief also plays a leading role in protecting the reputation of the Board, including through evaluating the background of foreign contacts.
Duties and Responsibilities

  • Leads the section's engagement with Board members and policy makers across divisions to understand and formulate the Board's agenda, objectives, and goals on international economic issues and how the Board plans to achieve them.
  • Promotes the Board's position on international economic matters through understanding and influencing the positions of the U.S. and international organizations through coalition building and negotiation.
  • Guides the section by advising on the research, analysis, and policy on emerging and recurring international issues/topics at the forefront of U.S. and international institutions.
  • Supervises employees in the section, establishes priorities, assigns, and directs work; reviews written output of section members; recruits, interviews, and selects candidates; provides opportunities for training and development; conducts performance appraisals; counsels and, when necessary, takes disciplinary action.
  • Oversees the development and execution of projects, programs, and initiatives that support the section objectives by assigning work, providing input, guidance and communicating priorities.
  • Creates a team environment by fostering collaboration and open communication, building consensus, and recognizing team successes.
  • Helps and guides section staff with protecting the reputation of the Board, through various mechanisms including operating using due diligence procedures to verify identities and research backgrounds of contacts.
  • In conjunction with other Board staff, works to execute enterprise due diligence procedures for evaluating the authenticity and appropriateness of international interactions.
  • Leads section staff on hosting of international meetings and visits with foreign officials, including planning and execution of U.S. hosted meetings, such as the G7 and G20, in coordination with Treasury and other relevant entities.
  • Oversees staff serving on various international working groups and organizations and continuously serves to build new and strengthen existing relationships with other central banks, foreign finance ministries, and other official sector contacts. Represents the Board and/or System with private and public sector groups, including international meetings and conferences.
  • Supports the division's strategic priorities; champions division-wide programs such as diversity, equity & inclusion, and employee engagement.
  • Ensures that quality and timeliness of the section's output meet division and Board requirements and ensures compliance with Board policies and procedures, such as those for salary administration, EEO, procurement, and employee leave.

About the Team

The International Engagement and Strategy section is dedicated to bolstering the Board's visibility, engagement, and recognition of its economic and financial expertise in global topics. This includes developing and strengthening contacts and managing relationships with staff at other central banks, foreign finance ministries, and other official sector contacts and serving on and supporting various working groups of these international organizations.  The section develops and executes the strategy for the Board's International Engagement and conducts research and analysis related to emerging and recurring international issues, helping to shape the Board's point of view.  The section conducts outreach and prepares briefing books, annotated agendas, talking points, and other materials for international meetings, including the coordination of materials with other divisions. Responsibilities also include coordinating the Board members' participation in and staff work related to international meetings and visitors, including evaluating the background of foreign contacts.  The section also leads the Board's interaction with Treasury on the negotiation of meeting communiques (e.g., G7, G20, IMFC).

       Supervises and develops section staff, delivering and soliciting timely and meaningful feedback; mentoring, and coaching reports; building their skills and expertise; and giving them opportunities to grow.

       Provides intellectual leadership, manages section resources, identifies, and sets appropriate expectations and priorities to support analysis in service of the section and division's mission.

       Conducts and guides research on topics related to the section's mission.

       Consults with senior staff and other members of the division as appropriate in planning, guiding, and evaluating section work. Communicates clearly to direct reports, peers, and senior staff.

       Fosters an inclusive and diverse work environment and promotes collaboration among staff.

       Exercises good judgment, motivates people, and shows a high degree of independence and initiative.

       Represents the section, the division, or the Board, as needed in meetings with Board members, senior Board/System officials, and officials of other government and international agencies.

Position Requirements/Qualifications

Requires a bachelor's degree in economics, finance, business administration or related discipline, plus at least 9 years of professional experience, or master's or PhD in economics, finance, business administration or related field, plus at least 7 years of professional experience (excluding years spent in post-graduate study).

Graduate level work in these areas is a strongly encouraged.  Prior people or program/project management experience is desirable, including demonstrated ability to direct and develop staff, set priorities and expectations, give appropriate feedback, and assess staff performance. A strong sense of collegiality and teamwork is essential, as is a commitment to fostering an inclusive and diverse workplace. Must demonstrate reliable judgement, strong analytical ability, and excellent oral and written communication skills. Prior experience with coordination and outreach with international meetings, international organizations, and central banks and other official sector institutions is desirable.  Experience with U.S. interagency process related to international economic issues also a plus.

This position is in Washington, D.C. & offers a hybrid work environment, with opportunities to both telework and work onsite. Some onsite presence is required.
