General Statement of DutiesPerforms administrative, technical, and supervisory work in planning, organizing, directing, and coordinating the activities of workers engaged in the operation of the Central Office and plant records/customer support in accordance with prescribed BMU policies ensuring compliance with State and Federal laws and City Ordinances.Typical Duties and Responsibilities
- Plans and directs the installation and maintenance of telephone department equipment and services located in the Central Office.
- Develop, coordinate, implement and modernize the preventative maintenance programs to ensure reliable service and to prevent service interruptions.
- Studies and examines vendor product roadmaps, works with consulting engineers and recommends course of action in order to position company to meet current and future customer needs.
- Examines and evaluates new hardware and/or software products and technologies for feasibility and integration into company network.
- Coordinates with other departments, vendors, and companies for the provision of voice, video, special circuits, data, transport and long-distance requirements.
- Assist in the preparation of the budget and the CIP for area of responsibility.
- Develop and coordinate assigned bid projects in compliance with Utility policy and state bid laws.
- Evaluates traffic data for Central Office networks to ensure adequate capacity to meet demand.
- Supervise and coordinate the activities of building facilities maintenance personnel.
- Establishes work schedules, assigns work, monitors performance, and adjusts work procedures to meet work schedules.
- Recommends personnel actions such as hiring, orientation, training, promoting or termination of workers.
- Performs other duties as assigned.
Minimum Qualifications

Education and/or Experience
- Graduation from a college or university with a bachelor’s degree in engineering in a related field or a combination of experience and technical training in the functions of telephone Central Office equipment, operation of a telephone/communication’s Central Office and responsible administrative experience in Central Office operations.
- Working knowledge of translations for telecommunications, traditional as well as IP telecommunications routing and networking.
- Considerable knowledge of the principles of electricity and electronics.
- Understanding of the overall operation of telephone utility and the functions of telephone equipment.
- Ability to supervise and direct personnel, plan, and organize work, and to analyze and solve problem situations.
- Ability to establish and maintain an effective working relationship with employees, officials, and the general public.
- Ability to communicate effectively, orally and in writing.
Language Skills
- Ability to read and comprehend simple to complex instructions, short correspondence, and memos presented either written or orally.
- Ability to effectively present information in one-on-one and small group situations.
Certification, Testing, and Examination
- Possession of a valid driver’s license.
- Other such testing as deemed necessary by Brookings Municipal Utilities/Swiftel Communications.
