Job Summary
This position works 37.5 hours per week.
This position is responsible for the daily management of business related activities involving complex budgets, payroll records, and other financial documents/systems of assigned Spokane County Department as part of the Department's management team. The position allocated to this class is responsible for the administration of complex financial operations, including grant accounting, budgeting, payroll, billing, payment vouchers, cost reimbursement claims, financial reports and related work under the direction of a Department Director or Elected Official. May supervise technical support staff. The Business Manager is differentiated from the Office Administrator classification by emphasis on complex fiscal activities rather than clerical related functions. TOTAL COMPENSATION: $86,655 - $121,252 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). Juvenile Court employees are directly responsible for the supervision and/or care of youth under the age of eighteen. As such, applicants undergo an extensive application and selection process as well as a thorough background investigation.
The effectiveness of the Juvenile Court is directly related to the quality of personnel employed by the Court and the level of public trust in those personnel. As a result, the following extensive application process is designed to elicit information to assist us in determining your character, suitability, and competence for the position for which you have applied.

In addition, the background investigation may include, but is not limited to: an interview(s); employer reference checks; polygraph test; criminal and driving records. Failure of any portion of the background investigation will be "cause" for removal from consideration. Upon completion of the background investigation, each candidate's suitability is reviewed by Juvenile Court Administration.

Examples of Duties
+ Coordinates the budget process, analyzes and recommends changes, reviews quality and accuracy of budget documents, processes, prepares and assists in coordination and presentation of the annual budget for the department and its divisions.
+ Monitors and coordinates the budget on an on-going basis, ensures that budget reports are prepared and made available to appropriate department managers.
+ Monitors the cost performance of programs for purposes of budget control and compliance with State, County and department guidelines.
+ Assists the Director in the development, implementation, and overseeing of policies and procedures that relate to the financial activities of the department.
+ Assists in the process of selection, orientation and training of staff in the area of responsibility.
+ Prioritizes, assigns and monitors work; evaluates performance; administers discipline; approves and monitors sick leave and annual leave.
+ Coordinates fiscal activities with other departments, agencies, vendors and subcontractors.
+ Researches and prepares financial reports for department, various agencies including year-end grant accountability reports, cost estimates and budget projections.
+ Coordinates system needs and requirements of department with IS staff to provide required data systems and fiscal reports necessary to meet the business needs of the department.
+ Participates in the management team responsibility for planning and coordinating fiscal goals and objectives for the department.
+ Performs internal audits for review by state examiner's office.
+ Maintains oversight of central records/documents.
+ Represents the department at meetings and functions as assigned.
+ Performs other related duties as required/assigned.
Juvenile
+ Liaisons with HR and Unit manager to coordinate and monitor department hiring for proper procedures from start to completion.
+ Performs and maintains new hire background investigations including but not limited to coordination with outside agencies and inside personnel for background checks, CPS checks, Fingerprints, Debarment review, Education verification, polygraph examination, County physicals.
+ Provides security card access and monitors regulations based on County policy and Director review for the Department and other entities seeking entrance.
Prosecutor
+ Writes grant, and provides grants and contract management.
+ Serves as the Capital Asset Department Custodian.
+ Provides oversight on travel requests.
Minimum Requirements
+ Bachelor's degree from an accredited college or university in Business or Public Administration, Management Information Systems, Accounting or closely related field
+ Three (3) years of experience which involves business management, budget oversight or related fiscal activities.
+ OR any equivalent combination of education, training, and experience that provides the desired knowledge, skills and abilities to perform the work.
+ Lead or supervisory experience is preferred.

+ Knowledge of terminology, legislation, regulations, policies and procedures relevant to the position.
+ Knowledge of data processing systems related to fiscal management.
+ Knowledge of supervisory theories, practices and principles as required for the position.
+ Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.
+ Skilled in establishing and maintaining effective working relationships with a variety of individuals.
+ Skilled in use of personal computers and related software.
+ Ability to maintain established financial records and prepare comprehensive accounting reports and statements.
+ Ability to resolve complex problems related to job duties.
