Business Analysts, BA's (a.k.a. Scrum Masters): Our health plan BA's fill more than a traditional business operations analyst role. The Business and Systems Analyst is the liaison and scrum facilitator between technical teams and business SMEs, is responsible for gathering all project or program business requirements, and leads scrum or program teams through the assess, build, and execute phases of a project, ensuring that the final product is what the customer is asking for. As a scrum master, the BA works with assigned technical teams to document, estimate, and prioritize all technical requirements for assigned PMO assigned projects. Accurate delivery of technical scope and requirements to the Application Development and System Application teams ensure that all regulatory and compliance related projects are delivered within scope, regulatory timeline, and meet or exceed defined quality metrics, and contractual obligations of the health plan. The Business Analyst has a knack for assessing an "As Is" process, and through extensive collaboration and consultation, bring the "To Be" scope and vision into existence.

 

Works with the Business Analyst Supervisor and/or Sr. Business Analyst, PMO Department Manager, and others in the PMO and Optum IT to provide technical and analytical work that supports PMO assigned projects, and enhances business performance by analyzing current IT systems and/or business processes.

Primary Responsibilities:

  • Functions as the liaison between the business users and the system application and software development teams, working with the end user to document the business requirements, providing clear documentation and communication to business users as well as technical writing and communication to the development team
  • Respect confidentiality and maintain confidences as described in the UHG Employee Handbook and acknowledged through signature by all employees. The ability to maintain confidentiality is a critical and essential component of this position
  • Provide regular updates to the development team, business SMEs, other SCRUM roles and the PMO
  • Works collaboratively with decision makers, systems owners, developers and end users to address business, financial, and operations requirements and systems goals, and identify and resolve systems issues
  • Schedules and facilitates SCRUM meetings and AGILE ceremonies (backlog grooming, release planning, retrospective reviews, etc.)
  • Provide analyst support for design sessions in prototyping new systems for the purpose of enhancing business processes, operations, and information process flow
  • Work within identified and established scope and parameters of systems analysis in order to define outcome criteria and measure-taking actions. This includes writing validation requirements of the development code and creating user stories and test cases to "smoke test" development code prior to releasing to the business owners for UAT testing
  • Collaborate with other IT resources in the planning, design, development, and implementation of new applications, and enhancements to existing applications.
  • Ability to create visual representation of systems models, specifications, detailed requirements, diagrams, research and charts to provide a detailed map to the IT Developer on what needs to be developed. This includes table names of where data is kept and drawn from for all applicable applications, which are needed to fulfill the business requirements for the service requests and/or projects
  • Responsible for the documentation involving current state, future state diagrams to help facilitate understanding of the process/program flow
  • Work with the SCRUM team by creating detailed user stories, appropriate acceptance criteria, groom the backlog and resolve any open questions to ensure the teams understanding of the requirements. This includes coordination with the product owner and/or business owner, business users and IT Development in the prioritization of user stories and features that need to be delivered in various releases as well as updating the detailed user stories with conformance criteria and providing clarification on data elements as needed
  • Draft, review and maintain the requirement integrity through design, development and delivery to customers by securing business sign off on original requirements and change requests throughout the project. Performs regular retrospective reviews with SCRUM teams to establish best practices and project improvements
  • Works with the PMO Department Manager and BA Supervisor to set priorities and timelines
  • Work collaboratively with system owners, project manager, and end users to create detailed user acceptance test cases for modified and new system functionality
  • Provide support for running UAT and accepting the user stories completed by the SCRUM team
  • Coordinate and assist in the prioritization of test environments for projects and service request testing
  • Keep all documentation up to date on service requests and project status up to date which includes follow up documentation, decisions made, due dates, change requests, etc. and coordination of IT development hour estimates for service requests and new projects. This includes tracking tasks that are outstanding or completed
  • Coordinates the defects that are identified in testing and works with the application analyst, business owner and development through resolution
  • Prior to development code being rolled to production, ensure you have business owner and project team sign off that the changes are ready to roll and that all documentation has been updated. Ensure previously established service level agreement parameters are met by the team
  • Coordinate and help execute the IT Change Control process for assigned work that is rolling to production
  • Upon successful attainment of project deliverables, archive and retain analyst records and documents and conduct retrospective project review with the PMO. Create and communicate final project report
  • Utilize professional judgment and knowledge of the business to develop, organize and analyze data, identify trends and resolve problems. Works with key staff to understand work flow and business issues that impact health plan data
  • Maintain awareness of changing technology of in-house systems, and changes in the healthcare industry that result in business process changes in order to make recommendations and aid in solutions that impact the organization
  • Be familiar with and further develop skills related to System Development Life Cycle (SDLC) and Agile project methodologies

Required Qualifications:

  • Bachelor's degree in computer science, related field, or the combination of education and experience that would enable performance of the full scope of the position
  • SCRUM Master certification
  • 3 years of related work experience with Agile projects, providing business analysis or related experience preferably in a health plan environment
  • Excellent written and verbal communication skills, critical thinking and problem-solving skills to help maximize the benefit of IT system investments
  • Aptitude toward problem and root cause identification, resolution, and comprehension and data interpretation requires the ability to selectively extract, verify and compile data to produce results within established standards and practices
  • Project coordination skills, team collaboration, and risk management and mitigation skills
  • Release plan experience and successful creation and delivery of an end to end timeline
  • Proficiency in the use of spreadsheet and database applications
  • Working knowledge of query languages to aid with requirement writing
  • Proficient experience in MicroSoft Office/Excel Spreadsheet (intermediate experience)

Preferred Qualifications:

  • Experience in the design, development, and implementation of software and hardware solutions, systems, or products
  • Experience with SQL databases
  • Experience with JIRA, Rally, or other SDLC tools
  • Familiarity with program languages, System Development Life Cycle (SDLC), and Agile project methodologies
  • Familiarity with the operation and analysis of database hardware, software, and standards, as well as data retrieval methodologies and desktop applications

Colorado, Connecticut or Nevada Residents Only: The hourly range for Colorado residents is $26.15 to $46.63. The hourly range for Connecticut/Nevada residents is $28.85 to $51.30.
