Job Summary
NATURE OF WORK
Under close supervision, performs administrative work of a technical and analytical nature of moderate difficulty relating to management, budgetary and fiscal analysis; this position has county wide specific responsibility.
Example of Work
(Illustrative Only) Assists with the annual budget preparation; reviews and analyzes departmental budget requests and provides feedback with assistance, as needed; reviews and analyzes departmental line item budgets and provides feedback with assistance, as needed; assists departments with the projection of revenues and expenditures; assist departments in developing, tracking and reporting performance measures; assists with the preparation of the annual Financial Plan (Budget Book); develops and modifies basic to intermediate Excel spreadsheets; assists with budget software maintenance activities; assists with conducting research, collection of data, and compilation of findings, as needed; assists with providing training and technical assistance for County staff in the area of preparation, presentations and monitoring of annual budgets; provides resolution to departments regarding budget issues; assists with coordination of budget hearings and meetings; regular and reliable attendance is required; performs other duties as assigned.
Experience and Education
Associate's Degree in Business Administration, Accounting or Finance with one (1) year of experience in financial, budget, or analytical work and one (1) year of general office and clerical experience; AND proficiency with Excel OR an equivalent combination of education and experience. Requires successful completion of a background check. Preferred Qualifications: Bachelor's degree in Business Administration, Accounting or Finance with one (1) year related public sector experience in comparable or larger sized community; AND proficiency in Excel. Requires successful completion of a background check.
Knowledge, Skills and Abilities
Knowledge of: County policies and procedures; Or ability to learn budget preparation, administration, and analysis; ability to learn, public sector organization and functions; ability to learn, management analysis techniques, policies and procedures; ability to learn, performance measurement of a local government; ability to learn, research methods and technical report writing; ability to learn, governmental budgeting practices and procedures; word processing spreadsheet, presentation, and database software applications; ability to learn, research and survey techniques; ability to learn, research and report writing; ability to learn, systems and operations analysis.
Skill in: Or ability to learn, analyzing and evaluating effectiveness of financial, management, and organizational programs to develop solutions to enhance operations; ability to learn, distilling raw data into written reports presented in a manner useful to decision-makers and to the public; communicating clearly and concisely, both verbally and in writing; establishing and maintaining effective working relationships with employees, elected officials, other agencies, and the public; using and staying current with word processing, spreadsheet, presentation and database software applications.
Ability to: Read, to write and synthesize data and reports; use modern office equipment and computers; communicate effectively verbally and written; lift up to 5 - 25 lbs; perform the essential functions of the job specifications with or without a reasonable accommodation.
Work Environment: The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity. Generally the job requires 80% sitting, 10% walking and 10% standing. Working at a computer monitor for extended periods required. The job is performed under minimal temperature variations and in a generally hazard free environment.
