Job Profile Summary

This role focuses on supporting the design, development, and implementation of human resource programs and policies, including recruitment, training and development, compensation and benefits, mobility, talent acquisition, diversity, talent management & organization development and employee/labor relations. In addition, this role focuses on performing the following Health & Welfare duties: Designs, implements, and administers an organization's health and welfare benefits programs. Responsibilities also include plan design, communications, vendor partnerships, and costing solutions that align with Tufts Medicine's strategies to engage and retain talent. This role is also accountable to work collaboratively with leaders, legal, and key stakeholders to ensure compliance to all regulatory aspects of health and welfare benefits administration. A professional individual contributor role that may direct the work of other lower level professionals or manage processes and programs. The majority of time is spent overseeing the design, implementation or delivery of processes, programs and policies using specialized knowledge and skills typically acquired through advanced education. An experienced level role that applies practical knowledge of job area typically obtained through advanced education and work experience. Works independently with general supervision, problems faced are difficult but typically not complex, and may influence others within the job area through explanation of facts, policies and practices.

Job Overview

This position provides advice and counsel to Human Resources Business Partners and client department management on a variety of benefits programs and issues including design and development of reward programs such as health, welfare, and retirement, etc. This role provides analytical and consultative services in designing, delivering, and administering innovative benefits solutions/programs to assist clients with meeting their business needs. This position functions as a subject matter expert and consultant to leadership and provides support and guidance to HR staff across Tufts Medicine.

Job Description

Minimum Qualifications:

1. Bachelor's degree in a related field, such as Human Resources, Business Administration, or a related field.

2. Five (5) years of progression benefits experience inclusive of health, welfare, and retirement experience.

Preferred Qualifications:

1. Master’s degree in a related field, such as Human Resources, Business Administration, or a related field and/or Benefits certification as a Certified Employee Benefits Specialist (CEBS).

2. Experience with Workday.

3. Experience in the Healthcare industry.

4. Experience resolving complex benefit issues, presenting benefit information to employee audience, supporting benefit changes and newly introduced benefits.

Duties and Responsibilities: The duties and responsibilities listed below are intended to describe the general nature of work and are not intended to be an all-inclusive list. Other duties and responsibilities may be assigned.

1. Works through integrations, reconciliations, and audits with benefits through Payroll and Workday, Tufts Medicine’s HR People Technology Solutions.

2. Facilitates resolution to all benefit questions and supports resolution. Works with the leadership to share trends and works with benefit vendor solution partners and Tufts Medicine Total Rewards to provide resolution as needed.

3. Manage all benefit vendors such as medical, dental, EAP, wellness, disability, retirement, benefits administrator, and others.

4. Supports employees on communication and education needs and partners with vendors and Tufts Medicine Total Rewards and Communications to deliver content and training. This includes on-going training and support for employees, and new hires. May support on-boarding and off-boarding processes with benefits.

5. Supports employees through workforce transitions such as onboarding, leave of absence, promotions or transfers.

6. Plan documentation and regulatory compliance activities (e.g., SPD and 1095 reporting). Primary contact with Department of Labor and other regulatory agencies.

7. Annually leads the effort for Open Enrollment, including partnership with Tufts Medicine on benefit offerings, plan design, communications, technical support / resources, and engagement.

8. Administers EAP programs through a third party to provide support services for employees.

9. Supports the design, implementation, and administration of employee benefits including medical, dental, vision, FSA/HSA, retirement, life and disability, absence plans and other flexible benefits.

10. Services as a subject matter expert regarding benefit plans, key plan provisions, plan options, plan enrollment procedures, payroll deduction procedures.

11. Manages and support all benefit related projects, including mergers, acquisitions, plan design changes as well as open enrollment.

12. Ensures HRIS interfaces/data and processes are working properly between external/outsourced vendors.

13. Develops new processes, special reports and analysis using HRIS or external vendor data and/or platforms.

14. Interfaces with outside vendors such as the insurance vendors, brokers, and wellness providers.

15. Manages benefits-related billing reconciliation and ensure timely payment of invoices.

16. Assist in analyzing benefits costs.

17. Recommends new approaches, processes and procedures to continually improve efficiency of the department and services performed.

18. Assists in roll-out of new benefits programs.

19. Supports compliance related notices, reporting and recordkeeping and plan audits.

Physical Requirements:

1. Work environment is a professional office environment with typical office requirements such as computers, phones, photocopiers, filing cabinets, etc.

2. This is largely a sedentary role, which involves sitting most of the time, but may involve movements such as walking, standing, reaching, ascending / descending stairs and operate office equipment.

3. Frequently required to speak, hear, communicate and exchange information.

4. Able to see and read computers displays, read fine print, and/or normal type size print and distinguish letters, numbers and symbols.

5. Ability to work in confined or open environment.

6. Ability to work independently or in a team environment.

6. Must be comfortable and able to work in a fast-paced changing environment and be able to use independent judgment for decisions that may not be straightforward, able to prioritize and manage multiple tasks/projects at once with ambiguity and changing priorities.

7. Ability to handle information in a manner which protects its confidentiality.

8. Must have a high level of analytical skills, including strong use of Microsoft Excel including v-lookup and pivot tables and experience dealing with large volumes of data.

9. Must have and maintain a working knowledge of federal and state labor laws related to benefits and all aspects of human resources such as ERISA, COBRA, FMLA, HIPAA IRS regulations.

10. Must have a thorough knowledge of Microsoft Excel and HRIS systems.
