Job description


The Basin Environmental Improvement Project Commission (BEIPC) is seeking a full-time Executive Director with strong knowledge of environmental protection programs and effective leadership and communication skills.
The BEIPC is comprised of commissioners representing the state of Idaho, the Coeur d'Alene Tribe, Benewah, Kootenai, and Shoshone Counties, the state of Washington and the Environmental Protection Agency.

Responsibilities of the Executive Director include all activities necessary to support and guide the BEIPC in its mission to protect and promote the health, safety, and welfare of Idaho citizens in a manner consistent with local, state, federal, and tribal participation and resources.
This position is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.
  • Develop a 1-year and 5-year workplan and annual accomplishment report, in coordination with local, state, federal, and tribal partners, and present annually to the Basin Commission for approval.
  • Facilitate community outreach and public engagement in Basin Cleanup activities.
  • Manage BEIPC's operating, fiscal, procurement, and contracting policies.
  • Prepare annual financial and state of BEIPC reports.
  • Coordinate with the BEIPC and agency staff to develop quarterly meeting agendas and locations.
  • Perform long-range project planning in coordination with the BEIPC's Technical Leadership Group, Citizens Coordinating Council, and agency staff and recommend projects for future years.
  • Administer cooperative agreements and grants with the US Environmental Protection Agency, State of Idaho, Coeur d'Alene Tribe, other agencies, and stakeholders at their request or as directed by the BEIPC.
  • Review technical comments and recommendations by agency staff, contractors, and technical advisory groups about the regulatory consistency of documents submitted to or prepared by the BEIPC.
  • Procure and manage technical and administrative services approved by the BEIPC necessary to support the commission's work.
  • Participate in inspections and track progress of remedial projects to inform the BEIPC, elected officials, and the public.
  • Update BEIPC on remediation effectiveness and make recommendations with the Technical Leadership Group based on the success of cleanup and new technology development.
  • Identify and pursue grants and other sources of funding as directed by the BEIPC to assist entities within the Coeur d'Alene Basin that contribute to environmental restoration.
  • Advocate for environmental and indigenous community needs in the Coeur d'Alene Basin that are not being met under Superfund and the associated cooperative agreements with BEIPC governments.
  • Maintain frequent, open, fair, and timely communications and information sharing with the BEIPC, advisory groups, and other stakeholders.
  • Coordinate with agency staff in the public participation and technical advisory processes established to support remedial design, and remedial action activities requiring interaction with other regulatory or land management agencies, various citizens, and environmental groups.
  • Represent BEIPC on Coeur d'Alene Basin cleanup activities, including negotiations and discussion with the state, federal, and tribal governments, technical and citizens advisory groups, contractors, and other stakeholders.
  • Coordinate with EPA, DEQ, Coeur d'Alene Tribe, restoration partnership, and other entities to optimize cleanup efforts.
Will need to be current or obtain 40-hour hazardous waste site and emergency response training.
Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.
AND
At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
OR
Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.Physical Requirements:
  • Ability to sit and work on a computer for 2-4 hours at a time.
  • Ability to reach and bend for filing purposes.
  • Some periods of heavy reading and typing are required.
  • Must have a valid driver's license.
  • Ability to work in adverse or inclement weather.
  • Ability to work in extreme hot or cold temperatures both outside and inside.
  • Field sites may involve working near and with drilling rigs, backhoes, trucks, and other large equipment in rough terrain.
  • Occasional travel required.
  • May work in vicinity of loud noise.
  • May come into contact with hazardous waste/materials.
