THE POSITION
The Pennsylvania Liquor Control Board (PLCB) is seeking an inquisitive and motivated professional, preferably with experience, to serve as an Attorney 2, within the Office of Chief Counsel in the areas of procurement, contracting, public advisory opinions, real estate, and other general legal matters in a practice that is challenging and rewarding. Candidates with prior experience in procurement, IT, retail, or warehouse operations who enjoy learning, are pragmatic, and can think out of the box are highly encouraged to apply.
DESCRIPTION OF WORK
This position is primarily responsible for reviewing procurement, warehouse, and technology-related contract matters, including reviewing and negotiating terms and conditions, statements of work, and proposal requests for a wide assortment of agency needs. With support and mentoring by others in the Office of Chief Counsel, the Attorney 2's duties will include drafting basic contracts, negotiating contracts, and acting as liaison with outside contract signatories, as well as handling legal matters involving real estate claims and general legal issues as they arise. After sufficient training, mentoring, and experience, the Attorney 2 will be expected to independently provide guidance on all competitive solicitations from inception to conclusion.

Work Schedule and Additional Information:
  • Full-time employment.
  • Work hours are 8:00 am to 4:30 pm, Monday - Friday, with 60-minute lunch.
  • Work hours are negotiable.
  • Telework: You will have the opportunity to work from home (telework) part-time, up to 4 days a week. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
  • Two years of professional legal experience and graduation from an accredited school of law; or
  • An equivalent combination of experience and training.

Post-Employment Requirement:
  • Applicants must be certified for admission to the Bar of the Supreme Court of Pennsylvania and admitted prior to the employment start date and must maintain membership on a continuous basis during employment.
Additional Requirements:
  • You must be able to perform essential job functions.

Preferred Qualifications (not required):
  • Exposure to general business operations and Commonwealth procurement and contracting.
  • Experience in industries dealing with IT, retail, grocery, real estate, warehousing, or Commonwealth government.

Legal Requirements:
  • You must pass a background investigation. An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code. Other criminal convictions will be reviewed on a case-by-case basis.
