The Human Resources Department provides leadership and support to the organization for servicing comprehensive human resources activities. ABOUT THE JOB:
We are seeking an experienced human resource professional with demonstrated success providing comprehensive support in human resource functions to diverse organizations. This position represents an opportunity to contribute to meaningful work to assist department organizations as assigned to the benefit of the vital services the County provides to our community.

Successful candidates will possess strong abilities in developing trusting relationships with staff at all levels, be familiar with the opportunities associated with working in a union environment, be able to contribute to the development of procedures that meet organizational needs, consistently apply established policies and rules, and approach this important work in a consistent and reliable manner. Possession of current human resources certification is highly desirable (E.g. IPMA-HR; PHR; SHRM-CP).

Work is typically performed during Monday - Friday during normal business hours, with occasional before or after hours work as necessary.

This position is located in Deschutes County and may be eligible for hybrid of in-office/remote work as allowed by policy and approved by the supervisor.

Key Responsibilities:
  • Supports assigned HR Business Partner as a primary point of contact and support for assigned departments, and participates in implementing a wide variety of human resource programs as assigned, including classification and compensation administration, recruitment and selection, training and development, benefits and leave administration, and/or other related functions.
  • Processes approved personnel action changes in an accurate and timely manner, consistent with provisions of union contracts, HR-Personnel Rules, and relevant state and federal statute, including input of changes to HRIS and related systems, development and issue of standardized communications to impacted employees, and coordination with County payroll functions as needed.
  • In consultation with the Human Resources Manager, provides oversight and coordination for one or more human resource functional areas as assigned, to include planning and implementation of service enhancements, establishing process and procedures for use by Human Resources and/or County departments, and providing training to internal partners.
What You Will Bring:
Knowledge of or experience with:
  • General knowledge of theories, principles and practices of human resources administration, including classification, compensation, recruitment, selection, affirmative action, employee relations, payroll, and benefits.
  • HRIS, database, and records management principles. Data entry, internal auditing, record keeping, and file maintenance principles and procedures.
  • Best practices pertaining to administering human resource functions in a manner that aligns with the County's goals to promote a diverse, equitable, and inclusive workforce.
Skill in:
  • Communicating effectively, both verbally and in writing, to a wide range of individuals in a manner that establishes trust and credibility.
  • Analyzing HR service issues, evaluating alternatives, developing and implementing procedures to align with desired outcomes.
  • Interpreting and applying standards and procedures, federal and state rules and regulations, and County policies and procedures governing Human Resources functions.

  • Four (4) years of progressively responsible experience in personnel work or administration, including understanding of personnel management, preferable in the public sector;
  • Or graduation from a four-year college or university, with course work in personnel management and industrial relations or business/public administration;
  • Or any satisfactory equivalent combination of experience and training.
Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment).
