TELEWORK AVAILABILITY: We trust our employees to be self-motivated and successful in hybrid/remote roles; NC Department of Health and Human Services offers work from home options and variable work schedule flexibility for this position.

Division of Health Benefits employees with an approved hybrid telework schedule are currently expected to work onsite at their assigned duty station at least 8 working days per month. More information on this arrangement may be obtained at the time of interview.

This position's duty station is assigned to Dix Campus in Raleigh, North Carolina.

Position Summary

The Quality and Population Health unit advances North Carolina's vision of building an innovative, whole-person, well-coordinated system of care that addresses both medical and non-medical drivers of health and promotes health equity. The Associate Director (AD) of Program Evaluation, classified as a Human Services Program Manager III, will report to the Deputy Director (DD) of Program Evaluation. The Associate Director, Program Evaluation will provide technical, operational, and strategic supervision and leadership to DHB's program evaluation team. The Deputy Director will focus on evaluation strategy, output, partnerships and governance.

The Evaluation Team oversees quality measurement, federal-facing monitoring, data collection and internal and external evaluation for all NC Medicaid lines of business, i.e., Standard Plans, Behavioral Health and Intellectual/Developmental Disabilities Tailored Plans, Tribal Option, and Medicaid Direct and large workstreams, e.g., Healthy Opportunities Pilots, Innovative Care for Kids, Value Based Purchasing, Tailored Care Management, Advanced Medical Homes, Medicaid Enterprise System, etc. The Evaluation Team is composed of four units - Survey, Quality Measurement, Data, and Monitoring and Evaluation.

Job Specific Responsibilities

  • Providing technical, operational, and strategic supervision and leadership to DHB's program evaluation team. This role will ensure that quality and evaluation principles and practices are embedded in core business processes and operational systems.
  • Ensuring that current and planned Medicaid data systems, technology, platforms, and applications meet requirements associated with quality measurement, internal and external evaluation, and federal-facing monitoring.
  • Overseeing processes to continuously understand and document the technical and regulatory requirements and associated use cases of CMS, external stakeholders, and business leads across NC Medicaid.
  • Reviewing and providing feedback on evaluation findings, reports, data collection tools, presentations and dashboards drafted by the evaluation team, other business units, and external vendors.
  • Developing and tracking goals and objectives for each of the evaluation team's four units - Survey, Quality Measurement, Data, and Monitoring and Evaluation.
  • Building staff's understanding of core evaluation concepts including data collection, quality measurement, data policy, qualitative and quantitative analysis, and evaluation design.
  • Ensuring that quality and evaluation contracts adhere to local, state, and federal regulations and statutes governing data exchange, analysis, and reporting.
  • Overseeing Evaluation Team amendments to Pre-paid Health Plan (PHP) contracts.

Recruitment Range: $69,326 to $95,325

  • Considerable knowledge base in program evaluation and a strong understanding of systems theories, processes, rules, and regulations related to quality measurement, quality improvement, federal-facing monitoring, evaluation, qualitative analysis, quantitative analysis, survey design and implementation, data visualization, data structure and queries, data policy, regulations, and/or standards.
  • Demonstrated ability to supervise professional staff, develop annual work plans and monitor individual progress, and coach employees.
  • Proven skills and ability developing effective and engaging reports, data collection tools, presentations and dashboards.
  • Proven skills and ability researching and implementing federal and/or state laws and regulations.
  • Ability to interpret complex data, data sets and other information and to identify and communicate trends and probable outcomes.
  • Proven ability in establishing and maintaining effective working relationships with internal and external stakeholders.
  • Excellent oral and written communication skills.
  • Flexibility to adapt to shifting priorities and short-term deadlines.
  • Highly proficient with Microsoft Office tools (Excel, Word, PowerPoint).

Management Preferences:

  • Previous and proven experience working at or with the Division of Health Benefits/NC Medicaid.
  • Familiarity with relevant and current NC Medicaid programs and policies.
  • Master's degree or above in health sciences, nursing, social work, health administration, public health, public administration, or business administration.
  • Clinical license (RN, LCSW, LPC, LMFT, LCAS, etc.), Certified Professional in Healthcare Quality Professional (CPHQ), and/or certification or experience in LEAN Six Sigma.
  • Five or more years' experience in Medicaid or Medicaid managed care, medical program administration or population health, health insurance, health care/public sector administration including CQI, health systems or practice administration, or in the managed care industry.
  • Project management experience.
  • Highly proficient with Tableau and Tableau Prep.

Master's degree in an area specific to the program from an appropriately accredited institution and five years of experience in the area of assignment, including three years in a supervisory or consultative capacity; or

Bachelor's degree in an area specific to the program from an appropriately accredited institution and seven years of experience in the area of assignment, including three years in a supervisory or consultative capacity;

or an equivalent combination of education and experience.

Degrees must be from appropriately accredited colleges or universities.
