Position Focus:

Reporting to the University Bursar, assists in administrative planning and management of operational activities of the Office of Student Accounts. Serves as the second-in-command in the absence of the Director as authorized; is responsible for auditing of accounting and financial data, responding to internal and external auditors, and ensuring compliance with University, state, and federal regulations and standard accounting procedures; oversees billing, institutional and federal loan collections for Yale, assists in the design and administration of policies and procedures; writes reports and implements processes to improve cash flow, operations and reduce receivables; oversees the billing system and ensures associated procedures are efficient and accurate for billing delivery, including the development and implementation of new billing solutions to accommodate new initiatives, technology and change. The primary goal of the Associate Bursar is to assist the University Bursar in the financial, administrative, and management of operational activities and staff of the Office of Student Accounts.
Duties include, but are not limited to:
  • Assisting in the financial, administrative, and management of operational activities of the Office of Student Accounts.
  • Providing recommendations to University Bursar to develop, and implement new or revised policies and procedures for better controls and efficiencies.
  • Training, and assigning work and priorities, supervises, and evaluates Account Representative Cashiers and Student Loan staff.
  • Reviewing excess credits due from overpayment as well as excess Title IV funds to ensure timeliness of refunds to remain in compliance with federal regulations.
  • Managing and maintaining the Student Account Receivables module within the Banner information system to accurately assess tuition and fees.
  • Providing outreach and assistance for all billing operations to all Yale schools, assesses and recommends improved internal controls, and compliance with policies and regulations.
  • Overseeing various activities related to internal controls, including preparing and reviewing complex University and federal reconciliations. Such reconciliations include but are not limited to: Direct Loan reconciliation, University accounts (wire, direct deposit, Student Loan Cash Clearing and Student Loans) reconciliations, reconciliation of monthly activity of Federal Loans, and the University’s student pending receipts account.
  • Reviewing actions of the Student Loans area including reviewing legal documents and records for accuracy, completeness, and compliance with federal and university regulations.
  • Maintains related policies and procedures, approves borrower deferment and cancellation requests while assessing federal eligibility requirements, and completes monthly reconciliations between the University’s accounting system and the third-party loan service provider.
  • Overseeing the preparation and distribution of loan portfolio reporting to appropriate schools. Reconciling enrollment data to identify University separations while ensuring reporting, disclosures, and repayment considerations are processed and communicated within required timelines.
  • Reconciling and preparing accounting entries for fiscal year end.
  • Creates and/or reviews complex compliance reports including but limited to the annual FISAP and AORs.
  • Serving as the point person to provide detailed support and documentation for Internal and State auditors for special audits, internal control audits and financial statement audits.
  • Overseeing the preparation of Tax Form 1098-T and related IRS filing(s) and TIN Solicitation(s).
  • Assisting the Tax Department on accurately assessing and reporting on Non-Resident Alien Taxes (NRA).
  • Serving as a liaison with other student facing campus partners to support students and families.

Essential Duties

1. Directs, monitors, and assesses needs and directs the application of resources of an administrative University office dealing with one or more major functional areas. 2. Directs and implements solutions to problems that are routine to complex in nature and that affect multiple functional areas of responsibility. 3. Plans and/or participates in planning University activities on a long-term basis to comply with University goals and objectives. 4. Establishes and implements consistent university-wide policies in multiple functional areas of responsibility. 5. Ensures that University office policies and procedures are in compliance with federal, state, and local laws and ordinances. 6. Develops and monitors goals and objectives for managerial and professional staff in compliance with University strategies. 7. Directs a staff of exempt and non-exempt employees. 8. May perform other duties as assigned.

Required Education and Experience

Bachelor’s Degree in related field and seven years of experience or an equivalent combination of education and related experience.

Required Skill/Ability 1:

Understanding of state statutes and regulations governing cash management, loans, and financial control of a university; GAAP; and laws governing collection activity.

Required Skill/Ability 2:

Knowledge of billing, collection, cashiering and accounting principles and methods for receivables.

Required Skill/Ability 3:

Excellent project management, organizational and leadership skills.

Required Skill/Ability 4:

Strong interpersonal skills. Ability to serve as a change agent. Ability to deal effectively with parents, students, the general public, campus partners, and other constituencies. Ability to give presentations in front of large or small groups.

Required Skill/Ability 5:

Excellent oral and written communication skills.

Preferred Education, Experience and Skills:

Master’s degree in a relevant business discipline. Knowledge and proficiency using Banner Student Information Systems specifically how it relates to the financial aid and student accounts receivable modules. Knowledge of WorkDay Finance. Experience and knowledge in financial aid.
