Job Description
GENERAL DEFINITION OF WORK
This is a highly responsible management position providing supervision and technical support for Engineering & Operations (E&O) divisions of Power Delivery, Distribution Engineering, GIS, Dispatch and Compliance, and T&D Operations. An incumbent in this position is responsible for assisting the Vice President of Operations on a wide variety of complex administrative and professional duties related to utility engineering or operations. May serve as the Vice President of Operations in their absence and exercises considerable independent judgement, discretion, initiative and independence in carrying out their responsibilities. Work is performed under the general direction of the Vice President of Operations. Performs related work as required.
TYPICAL TASKS
Responsible for ensuring the delivery of safe and reliable power throughout the electric service area. Oversees the operations of assigned division(s) and ensures activities are conducted within prudent utility practices, generally accepted engineering practices and consistent with KUA’s customer service standards. Incumbent will be assigned daily oversight responsibilities for either power delivery or distribution engineering functions, but must be proficient and flexible in overseeing either of the two major job functions and subordinate work units. Participates in the development of system planning studies and operational plans. Responsible for the establishment and administration of safety programs and practices to promote a safe work environment. Responsible for ensuring compliance with all applicable regulatory requirements including, but not limited to, North American Electric Reliability Corporation (NERC), Federal Energy Regulatory Commission (FERC) and Florida Reliability Coordinating Council, Inc. (FRCC) reliability standards; environmental regulations and requirements, land use regulations and requirements; and Florida Department of Transportation (FDOT) standards. Oversees and provides leadership and direction for the development of cost estimates, plans, specifications and schedules for projects within the division(s). Directs, coordinates and oversees the purchase, acquisition and management of contracts and purchases for materials and services to support division projects. Responsible for analyzing, preparing, and administering the division operations and capital budgets.
Dispatch & Compliance: Responsible for the 24/7 monitoring and operations of the electric system. Responsible for the operation and maintenance of the electric Supervisory Control and Data Acquisition (SCADA) and fiber optics systems. Responsible for the administration of the utility’s NERC compliance program.
T&D Operations: Responsible for the planning, construction, operations, and maintenance of the electric system facilities. Responsible for responding to system disturbances and restoration.
Power Delivery: Responsible for the planning, design, construction and operations of the utility’s power delivery facilities including transmission, substation, and relaying. Responsible for responding to system disturbances and restoration.
Distribution Engineering: Responsible for the planning, design, and construction management of the utility’s distribution system to support customer growth and reliable operations.
GIS: Responsible for the mapping of transmission and distribution assets including fiber optics and lighting facilities. Responsible for the maintenance of the geographic information system (GIS) data and associated applications (i.e. OMS, etc.)
KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of the principles and practices of Engineering. Knowledge of the principles and methods involved in the planning and operation of electric utility in the areas of generation, transmission and distribution. Possess superior interpersonal skills and excellent communication skills. Ability to work effectively across divisions of the utility to ensure effective coordination of procedures, practices, and measurements. Ability to make sound business decisions based on available information. Ability to work with other utilities in committees and task forces. Ability to maintain effective working relationships with other employees, other government agencies, and the general public. Must have exceptional analytical and problem solving skills. Must have exceptional skill and ability for assertively initiating and maintaining compliance with operational instructions and/or affiliated regulatory guidelines. Ability to effectively manage and lead employees.
EDUCATION AND EXPERIENCE
Bachelor's Degree in electrical engineering or related degree, and extensive experience in the operation of a transmission and distribution system or any combination of education, training and experience. Substantial experience in the power industry in supervision and administration.
SPECIAL REQUIREMENTS
Possession of a valid driver’s license issued by the State of Florida. Florida Professional Engineering License preferred.
