JOB SUMMARY
The Assistant Property Manager is responsible for supporting tenants throughout their tenure in a Park Center property. Major duties include leasing and renewals, receiving and posting rent, property inspections, entering work orders, corresponding with tenants, third parties, and the housing attorney. Primary responsibilities are maintaining a customer service focus, protecting Park Center assets, and preserving a welcoming and peaceful environment for all tenants. The Assistant Property Manager works in close coordination with the Property Manager, the maintenance team, the finance team, and the member support team serving program participants. Park Center Property Management pursues dual goals of managing financial performance and supporting housing stability.
ESSENTIAL FUNCTIONS
- Leasing and renewals
- Interviews potential tenants and provides tours
- Completes screening (e.g., background checks, reference checks, income verification, etc.)
- Prepares leases and related documents
- Facilitates leasing and move-in process
- Tracks and completes renewals
- Rent collection
- Communicates rent collection process to relevant parties
- Receives rent and issues receipts
- Provides tenant guidance about online payments
- Posts rent and prepares bank deposits
- Makes late rent calls and sends certified letters
- Assists Finance team with reconciliation
- Property Maintenance
- Enters and follows-up with work orders
- Assists Property Manager with property inspections
- Inspects vacated units to determine security deposit disposition
- Facilitates makeready process with Maintenance team and vendors
- Compliance
- Follows all relevant regulations and compliance requirements
- Stays current on federal and local regulations
- Proactively seeks continuing education on industry standards and best practices
- Ensures Park Center’s compliance with tenant rights
- Rental subsidy administration
- Supports Property Manager with administration of applications, certifications, inspections, and renewals process for:
- 30+ Section 8 project-based vouchers
- Tenant-based vouchers (i.e., Housing Choice Vouchers, Shelter Plus Care, etc.)
- Processes HAP requests, EIV reports, REAC inspections, etc.
- Maintains schedule of deadlines and anniversaries
- Documentation
- Maintains all required documentation for compliance with vouchers, HUD, and other entities
- Maintains accurate and complete tenant records
- Prepares reports as requested by Property Manager
- Responds to requests for documentation in an accurate and timely manner
- Team member with other PC staff
- Collaborates with support team and refers any tenant support needs to the support team for follow-up and guidance
- Collaborates with maintenance and finance teams
- Attends, schedules and coordinates any requested meetings
- Assists Property Manager with drafting internal policies and process documents
- Values cultural competence and diversity

- Takes deliberate steps to increase own cultural competency by attending trainings, events, discussions, workshops, etc.

- Other duties as a member of Park Center Staff:
- Participates in staff and supervision meetings.
- Completes Relias Learning courses by deadline.
- Keeps up with current issues by consistently reading email and other messages.
- Maintains good attendance and punctuality. Follows policy for vacation and sick time.
- Follows all Personnel Policies and Procedures.
- Follows HIPAA confidentiality guidelines.
- Follows emergency procedures (i.e.: resident crisis, injury or weather).
QUALIFICATIONS
- High school diploma or equivalent required.
- Minimum of 1 year experience in property management.
- Certification preferred (e.g., IREM, NARPM, etc.)
- Must have proven written and verbal communication skills and computer literacy.
- Must have strong leadership skills and a thorough knowledge of policies and procedures
- Must have the ability to recognize problems and recommend solutions.
- Must have and maintain a valid Tennessee Driver’s License.
- Must be able to show proof of personal automobile insurance.
WORKING CONDITIONS
The position involves working with people living with mental health and substance use disorders.
- Modified remote work available for this position, shared workstation in office.
- Able to operate with many distractions.
- Routine office environment.
- Position requires availability to work regular hours, sometimes including evenings and weekends.
PHYSICAL DEMANDS
Must be able to sit, walk, stand, twist and bend for brief periods of time. Occasional reaching and or grasping using hand and/or arms. May be required to move of lift up to 20 pounds. May be required to ascend/descend stairs. Regular use of hands requiring dexterity in using the telephone, computer keyboard or mouse. Ability to navigate support for tenants in the midst of behavioral health crises.
