Description

NYCSBUS (New York City School Bus Umbrella Services Inc.) is a newly formed not-for-profit corporation that provides school bus transportation services to New York City public and private school students, the majority of whom have Individualized Educational Programs. It operates approximately 800 school bus routes with a staff of approximately 1,800 people from six locations with a budget of $190 million. NYSCBUSs goal is to radically improve student bus transportation by innovating in all areas and by providing unprecedented transparency in bus operations to school districts that outsource this service.

The Assistant General Manager will assist the General Manager in operations management of all service delivery-related activities of their assigned depot. This position directly supervises and coordinates the activities of Bus Drivers and Attendants. This includes performing the duties of Dispatcher, Road Supervisor plus scheduling and administrative duties.

Primary Responsibilities

In Collaboration with the Depot General Manager and Maintenance Manager, the Assistant General Manager will support the operations of one of NYCSBUSs depots. She or he will typically cover the depots afternoon shift, starting at approximately 11am and staying until the depot closes at approximately 7:30pm but during school openings, to cover during leave and at other times the AGM might be required to begin work as early as 5am.

The AGMs responsibilities can be divided into four areas

1. Culture: Help establish a culture of safety, respect, professionalism, quality and kindness.

2. Supervision: Supervise the depot and its staff
  • With the Maintenance Manager and General Manager, supervise the depot to ensure smooth and efficient operation, in particular providing coverage in the afternoon and evening and oversee site closing and preparation for the next work day.
  • Supervise driver, attendants, clerks, dispatchers, mechanics and other depot staff. Identify areas of improvement for employee performance and behavior. Work with Human Resources to ensure guidelines are established and provide consistent follow-through.
  • Immediately document and notify appropriate parties of all instances of employee misconduct or injury, student injury or inappropriate behavior, vehicle collision, and injuries or other untoward activities in the depot.
  • Update NYCSBUSs Human Resources and Safety Departments about employee leave, attendance, status changes and regular, time and attendance reporting.
  • Plan, design and approve assignment of bus drivers and attendants for supplemental work.

3. Service Delivery: Support the delivery of excellent school bus service
  • Ensure that the daily schedule of work is performed and monitor route changes so that the depot and its staff are notified about changes in routes and schedules, field trips and other unusual work.
  • With other managers collect information from staff about planned absences to set up each days schedule in advance.
  • Ensure timely bus returns from afternoon runs.
  • Monitor the departure and return of staff shuttle service.
  • Collaborate with the Dispatch Department during emergencies and non-emergencies matters.
  • Monitor daily attendance and headcount, on-time performance, post-trip reporting, safety and other incidents, school and parent feedback, and other measures of depot performance. Take appropriate corrective action based on the findings.
  • Ensure the consistent attainment of company and customer standards.

4. Safety and Compliance: Help ensure that the depots operation are safe and compliant with laws and best practices
  • Monitor drivers and attendant data to confirm that employees are properly credentialed and support efforts to ensure that depot staff are recertified before their credentials expire.
  • Monitor drivers and attendants to assess readiness for work and possible impairment.
  • Review crashes, injuries, safety incidents and breakdowns. Where required, conduct site visits, obtain witness statements or exchange of information and review police reports.
  • As the afternoon/evening manager
    • Manage the bus return process so that reports of vehicle problems are recorded in NYCSBUSs databases and maintenance and busing schedules are adjusted so that only working vehicles are used for service and vehicles in need of repair are triaged and scheduled for maintenance.
    • Monitor staff certification indicators and customer feedback to make changes to the next days schedule.
  • Communicate with the Maintenance Shop team on fleet status and campaigns.
  • Provide training to staff on topics such as safety, job skills, and job responsibilities.
  • Follow up on customer complaints by identifying the assigned team, conduct an investigation of the complaints and identify the appropriate resolution.

Key Success Measures

As an Assistant General Manager at NYCSBUS, you will know if you are successful if:
  • You contribute to ensuring that each of the depots bus runs is performed safely and according to schedule, and that this safe service is provided in an atmosphere of respect and integrity.
  • The depot achieves excellent performance in on-time service, school and family satisfaction, minimization of untoward incidents and resolution of those that do occur and adherence to budget.

Education and/or Experience
  • Bachelors degree and/or High school diploma, G.E.D. Certificate or demonstrated progress toward obtaining a G.E.D.
  • 5-7 years of work experience in the area of school bus transportation, public transit, logistics or a related field.

  • Ability to multitask and work independently in a fast-paced/high energy environment.
  • Supervisory capability with a diverse workforce.
  • Strong verbal and written communication skills.
  • Valid New York State Drivers License.
  • Successful completion of New York City and New York State background investigations.

Desired Qualifications
  • Knowledge of the principles and practices of pupil transportation planning, scheduling and route development.
  • Working knowledge of NY State and City student transportation rules and regulations, local policies, procedures, and expectations.
  • Experience with the Google suite of email, calendar, word processing and spreadsheets.
  • Demonstrated experience using data to support management and decision making.
  • Ability to communicate in languages other than English; in particular Spanish, French and/or Creole.
  • A commercial drivers license and any school busing specific credentials or endorsements

Physical Requirements
  • Requires the ability to stand, sit and/or walk on a frequent basis.
  • Requires the ability to communicate effectively using speech, vision and hearing on a constant basis.
  • Requires the ability to lift, carry, push or pull medium weights, up to 50 pounds on an occasional basis.
  • Frequent exposure to non-climate controlled and outside weather conditions that can be cold, hot, rainy and/or snowy.
  • Occasional exposure to moving machinery, exposure to dust, fumes and gases.
