Job description

Job Title: Assistant Finance Director (Controller) Hours: (35) per week
Union Affiliation: Middle Management StartingRange: Group C, $83,135 - $109,109
Function:
Manage accounting, payroll, accounts payable and treasury operations personnel and team deliverables. Maintain and enforce financial policies, procedures, and plans that support the Town’s financial goals and strategies. Provide core cash management services in the absence of the Treasurer. Serves as Department Head in the Finance Director’s absence.
Typical Duties, Responsibilities, Tasks & Assignments:
  • Lead the Town of Berlin Accounting Department, including but not limited to:
    • Manage the production of bi -weekly payroll including direct deposits and journal entries.
    • Maintain records of funds, fixed assets, health & general insurance records.
    • Oversee the timely reconciliation of all Town bank and retirement accounts.
    • Lead the monthly reconciliation process between accounting and tax systems.
    • Manage the monthly calculation, allocation, and journal entries for earned interest.
    • Oversee the proper execution of budget change requests.
  • Serves as the primary Super User for the accounting and payroll systems. Provides system access, addresses daily user issues, and provides overall management of the software and its data, ensuring the security and integrity of the overall system.
  • Maintains the accounting procedures manual.
  • Manage the annual audit; including preparation of financial statements/reports, point person for auditor questions, and ensuring other departments respond timely and completely to auditor requests.
  • Supports grant administration by ensuring the timely and accurate processing of payables and journal entries for grant-funded projects.
  • Works closely with department heads and town officials to assist with budget, capital, and fiscal concerns.
  • Maintain strong working relationships with elected/appointed officials and employees.
  • Stays abreast of current GASB, GAAP and Congressional/Legislative changes that may impact the Town of Berlin and/or Berlin Board of Education.
  • Remains current and advises on changing economic conditions affecting local revenues and expenditures.
  • Performs other related duties as assigned.
Special Skills & Requirements:
Bachelor’s degree in accounting or closely related field. Minimum five years of related work experience (preferably in municipal finance). Experience planning, organizing, assigning, and supervising the work of staff. Ability to exercise independent judgment and maintain confidential information. Team leadership experience. Experience communicating effectively, both orally and in writing, to superiors, subordinates, and Board members (public or private). Proficient with technology, including full Microsoft suite, and demonstrated desire to learn new technology. Demonstrated experience introducing process efficiencies.
Physical and Other Requirements:
The work is primarily of an intellectual nature but requires a variety of physical capabilities. The employee must occasionally lift and/or move up to ten pounds and rarely must lift and/or move up to twenty-five pounds. This position requires the ability to operate a keyboard and calculator at efficient speed.
