JOB DESCRIPTION
The Harris County Auditor's Office keeps the general accounting records; prepares financial reports; prescribes systems for the receipts and disbursements of the County; audits and processes accounting transactions for grants, payroll, and invoices; verifies compliance with governing laws; performs statutory reviews of records maintained by other officials; and prepares annual estimates of budgeted revenues.
Reporting to the Director of Revenue Accounting and Financial Controls, the Assistant Director of Revenue Accounting leads a team of revenue accounting professionals and supports the Director in the management of the Revenue Accounting function of the Department. The Assistant Director assists the Department Director in establishing departmental strategy, goals, policies, and performance standards and is responsible for assuming full responsibility for the Revenue Accounting function, in the absence of the Director.
Accounting Execution and Project Management
- Assist with Revenue Monitoring functions, including but not limited to review and determination of certification and de-certification of revenue, review and approval of revenue budget entries and journal entries as required.
- Demonstrate ability to manage the primary, essential responsibilities of the completion of annual projects such as Truth-in-Taxation for County tax rate adoption and the Annual Revenue Estimate for the County’s budgeting process.
- Ensure departmental projects are monitored and completed in a timely manner, while meeting all required objectives.
- Effectively work with external customers and other County departments as needed to ensure consistent application of County Revenue Accounting policies.
- Review and document operational processes and procedures to ensure compliance with GAAP, County policies, and laws governing the County.
- Develop and modify procedures, policies, and methodologies, when required to ensure proper accounting of revenue transactions.
- Effectively work with external auditors during the year-end audit process, including preparing various audit requests.
People Management and Development
- Demonstrate ability to provide professional leadership to the Revenue Accounting team.
- Provide professional development opportunities for the Revenue Accounting team, including external and internal training to build strong teamwork and a high degree of organizational collaboration.
- Demonstrate skill in developing direct reports.
- Communicate organizational goals and objectives; motivate, develop, and train team members to execute on commitments
- Manage and supervise the activities of the Revenue Accounting staff to ensure their work meets goals and performance objectives.
- Develop performance measurements and work standards for the department.

WHAT WE ARE LOOKING FOR
The successful candidate must possess a Bachelor’s Degree in Accounting or a related degree with a minimum of 30 hours in accounting. CPA licensure or a CGFM certification is preferred.
Required experience includes:
- Minimum six (6) years of professional accounting experience with a minimum of three (3) years of supervisory experience.
- Strong working knowledge of accounting principles with a thorough understanding of governmental accounting principles also required.

Physical requirements for the position are the ability to sit for extended periods of time and the ability to push/pull, lift and carry up to 40 lbs.
