JOB TITLE: Assistant Director of Workforce Development- Industry and Technology

CLASSIFICATION: Full-time, Exempt

COMPENSATION: $50,000 minimum salary

DIVISION: Workforce Development

DEPARTMENT: Workforce Development

REPORTS TO: Director of Workforce Development

SUPERVISES: Workforce Development Staff (as requested by Director of Workforce Development)

MINIMUM REQUIREMENTS:
Any equivalent combination of education and experience that provides the applicant with the knowledge, skills, and ability required to successfully perform the job will be considered. A typical way to obtain the knowledge and abilities would be:

  • Bachelor's degree or the equivalent combination of education and proven work experience in a related field.
  • Minimum of 3 years of successful experience in instructional program development, evaluation, and assessment.
  • Excellent communication skills, including phone and written communication skills, as well as verbal communication skills. This includes the ability to communicate one-on-one, in groups, and for presentations.
  • Ability to work independently and thrive in a fast-paced environment.
  • Knowledge of Microsoft Office 365.
  • Must be available to work flexible hours, including evenings and weekends, as needed to further the workforce development mission.
  • Must be willing to travel across the NPRC footprint.

PREFERRED QUALIFICATIONS:
  • Master's degree or the equivalent proven work experience in a related field
  • Minimum of 3 years of management experience.
  • Minimum of 3 years of successful experience in instructional program development, evaluation, and assessment in one of the following areas: Construction trades, manufacturing, data analytics, or transportation programs.
  • Familiarity with customer relationship management platforms.
  • Knowledge of relevant grant programs and funding sources related to workforce development.
  • Grant writing experience.

POSITION SUMMARY:

Job responsibilities involve operations management; development, implementation, and oversight of courses of study; and reporting, evaluation, and records maintenance of program operations. This position will also be responsible for assisting in the development and expansion of programming, including the construction trades, manufacturing, transportation, and data analytics training through a collaborative and professional work environment.

The successful candidate will be exceptionally organized, possess a strong work ethic, be highly collaborative, be able to multi-task, and hold the highest level of professionalism and discretion to accomplish program goals and objectives. Building strong professional relationships and ongoing trust with regional stakeholders is critical to overall program success. Work is performed under the direction of the Director of Workforce Development.

The position will work closely with the enrollment and student services team, the Registrar, marketing professionals, administrative support staff, and other members of the NPRC community.

ESSENTIAL FUNCTIONS:
  • Under the direction and approval of the Director of Workforce Development, assist with division administrative duties including the completion of instructor agreements, scope of work, quotes, invoices, purchase orders, course coordination, and training contracts.
  • Manage the full range of activities for various training programs within the workforce development division as requested and/or assigned by the Director of Workforce Development including development and outreach.
  • Oversee training program certifications and accreditation processes, as applicable.
  • Ensure training program practices and materials adhere to accreditation and certification requirements.
  • Hire, train, supervise and evaluate course coordinators and instructors within assigned programs.
  • Establish and monitor program structure, assignments, and resources.
  • Develop, implement, and facilitate syllabi, lesson plans, course objectives, and assessments.
  • Assist with the development and implementation of policies, procedures, and job assignments.
  • Prepare informational reports, proposals, and other program related correspondence.
  • Coordinate delivery of training and services on-site at the clients' location and/or at NPRC WFD locations.
  • Provide information and assistance to other departments, outside agencies, and the public, as necessary.
  • Serve on internal and external committees as requested.
  • Attend workshops, conferences, and community events as needed to further the awareness of workforce development programs.
  • Other duties as assigned.

ADDITIONAL ELIGIBILITY REQUIREMENTS:
  • Valid Driver's License and consistent access to a vehicle

CLEARANCE REQUIREMENTS:
  • PA Child Abuse History Clearance
  • Pennsylvania Access To Criminal History Record Check
  • Federal Criminal History Background Check
  • Training Certificate - Mandated and Permissive Reporting in Pennsylvania

WORKING CONDITIONS/WORK SCHEDULE:
  • Office Location: To be determined, sites located throughout NPRC's multi-county footprint.
  • Work hours: 8:30 am to 5:00 pm, Monday through Thursday, and 8:30 am to 4:30 pm Friday. This position requires work hour flexibility and varied hours, including evenings and weekends.
  • Notwithstanding the office hours, full-time salaried employees are expected to work 40 hours weekly.

TRAVEL REQUIREMENTS
  • Frequent travel required.

  • Perform other duties as assigned.
